Original job description

WorkplaceNL administers Newfoundland and Labrador’s mandatory, no-fault workplace injury compensation system, funded by employer assessments and investment returns. We promote safe workplaces and provide benefits and services to injured workers, helping improve quality of life across the province.

Overview

Reporting to the Chief Executive Officer, the Vice President, Enterprise Services brings an organization-wide perspective to strategy, performance, technology, people and enterprise risk.

This position provides executive leadership and strategic direction for Enterprise Services and is integral to WorkplaceNL’s modernization agenda, working in partnership with those leading transformation initiatives to ensure improvements are effectively integrated into ongoing operations. This is a long term temporary position, anticipated to span several years while WorkplaceNL advances its transformation and modernization program.

As a member of the Executive Team, you will help set WorkplaceNL’s direction and align people, resources and investments behind shared priorities. Your mandate extends beyond leading your portfolio: you will work across organizational boundaries, navigate competing needs and build support for changes that strengthen services and organizational performance.

You will also lead the continued development of WorkplaceNL’s Enterprise Risk Management Framework and report to the Board’s Governance Committee.

Responsibilities include but are not limited to:

Strategy and planning: Working with the Executive Team and senior leaders to translate long-term priorities into evidence-based, multi-year plans with clear accountabilities and measurable outcomes.

Technology and information management: Guiding technology investments, budgets and service delivery to support organizational priorities. Overseeing information management, cybersecurity and business resilience, and advising senior leaders and the Board on technology opportunities and risks.

Performance and improvement: Leading corporate performance measurement, reporting and continuous improvement. Overseeing Internal Review, program evaluation and quality assurance, and guiding compliance with the Transparency and Accountability Act, annual performance reporting and CEO performance contracts.

Policy and government relations: Guiding the policy framework and annual policy plan, overseeing statutory reviews and legislative priorities, and maintaining productive relationships with government and other stakeholders.

People and culture: Setting the context for HR strategies that support employee health and safety, engagement, recruitment, retention and succession. Working with leaders to strengthen organizational capability and foster an ethical, inclusive and accountable workplace.

Enterprise risk: Strengthening risk management across the organization, ensuring risks inform planning, investment and operational decisions, with clear reporting to the Executive Team and Board.

Who you are

You lead with an enterprise perspective, making decisions based on what serves the organization as a whole. You build trust across functions and understand the people dynamics that shape organizational performance. You can surface competing interests, work through disagreement and bring people together around a clear direction. Where delivery relies on shared resources, you help leaders make sound trade-offs, establish priorities and agree on how work will move forward.

You are comfortable leading change and transformation through influence, ingenuity as well as authority. You communicate the reasons for change clearly, build commitment and maintain accountability for results. You develop strong leaders, address concerns directly and create the conditions for teams to work effectively together.

You bring sound judgement and executive presence to discussions with the CEO, Board, government, and other stakeholders. You can explain complex issues clearly, offer candid advice and connect operational decisions to strategy, risk, financial stewardship and client service.

What you bring:

  • A university degree in business, public administration, humanities, science or relevant disciplines. A master’s degree in a relevant discipline would be considered an asset.
  • Minimum of ten years of progressive management experience in a public or private organization leading multiple lines of business and providing services to diverse client groups.
  • Demonstrated ability to navigate a public sector environment, balancing government priorities, board oversight, public accountability and organizational objectives.
  • Strong leadership abilities with exceptional interpersonal and communication skills and a proven track record of building effective stakeholder relationships.
  • Experience conceptualizing and executing strategies that advance cross-organizational priorities, including in the areas of information technology, data and analytics.
  • Experience applying best practices in enterprise risk management.
  • Experience with project planning, management and governance, especially as it relates to information technology.
  • Ability to think strategically, analytically, and use good judgement in providing oversight and solutions to corporate opportunities, challenges and risks.
