CONFIDENTIAL SEARCH
Vice President, Construction
Fibre-to-the-Home Build Program | Greater Toronto Area, Ontario
About Our Client:
Internet Service Provider
The Position & How You Will Contribute:
Our client is looking for a Vice President, Construction to take command of its fibre-to-the-home build. Based in the GTA and reporting to the CEO, you’ll own delivery of a roughly $150 million-a-year owner-side construction program, built by third-party contractors across several GTA markets at once.
Responsibilities:
Build Delivery & Predictability
Contractor Management & Quality
- Set and run contractor strategy: selection, unit pricing, capacity against the build plan, performance scorecards, change orders and close-out.
- Actively manage the contracts and enforce the guardrails already in place; act quickly when contractors miss on schedule, workmanship or restoration.
- Raise quality standards across the program and make sure no area is released without complete and accurate as-builts.
Team Leadership
- Lead the construction organization – a Manager of Construction and a team of supervisors, coordinators and inspectors.
- Build a culture where supervisors hold contractors accountable, with clear expectations, coaching and a sensible on-call model.
Permits, Safety & Construction Finance
- Manage the path to permission to build: municipal consents, road occupancy and pole attachment applications, utility coordination and Ontario One Call locates; build relationships with municipal staff in each new market.
- Own construction safety and damage prevention, including contractor pre-qualification, OHSA compliance, site audits and incident follow-through.
- Run construction finances with discipline: forecast versus budget, holdbacks and payment obligations under Ontario’s Construction Act, and clean inputs to Finance.
- Manage the handoffs – upstream with engineering and design, downstream with network, installation and field teams – so built areas become sellable areas without delay.
About You:
- You’ve led construction programs of $100 million or more a year, with multiple contractors across multiple municipalities.
- You know how the work actually gets done in the field – whether you came up through construction, civil or utility work, or network engineering.
- You manage contractors firmly and fairly, and you’re commercially sharp on unit-price contracts, change orders and claims.
- You plan ahead and deliver predictably; you don’t confuse firefighting with progress.
- You’re visible on site and comfortable spending most of your week with crews and vendors.
- You’re comfortable with numbers and systems (GIS, project tracking, reporting) and can build a reporting rhythm leadership and investors trust.
- Ontario permitting, One Call, OHSA and Construction Act knowledge is an asset – it’s learnable for the right person.
- Telecom or fibre construction experience is an asset; P.Eng., C.E.T. or PMP a plus.
- You thrive in a smaller, fast-moving company with no ego and no hiding, and you have the breadth to grow into a broader operations role over time.
Must Have Experience:
- Construction and project management leadership
- $100M+ annual construction program delivered through third-party contractors
- Multiple contractors across multiple municipalities
- Hands-on, field-based leader who holds contractors accountable
- Strong planner – predictability and quality
- Ontario permitting, One Call, OHSA and Construction Act knowledge – asset
