POSITION SUMMARY

The Quality Coordinator plays a critical role in ensuring that all surface-related construction activities in the tunnel project meet the highest standards of quality and compliance. This role supports both Quality Control (QC) and Quality Assurance (QA) functions and ensures that all surface works align with project specifications, regulatory requirements, and industry best practices.

Reports to: Quality Manager

The Quality Coordinator’s key responsibilities are:

Support the implementation and continuous improvement of the Quality Management System (QMS) specific to surface works in tunnelling.
Monitor and document the quality of surface construction activities, including roadworks, utility relocations, shaft construction, and surface restoration.
Conduct inspections and tests in accordance with the Inspection and Test Plans (ITPs), ensuring compliance with IFC drawings, specifications, and contractual requirements.
Ensure that all surface-related equipment and tools are calibrated, maintained, and fit for purpose.
Identify, document, and track non-conformances related to surface works; support root cause analysis and corrective/preventive actions.
Coordinate with subcontractors, suppliers, and internal teams to ensure quality deliverables and timely resolution of quality issues.
Liaise with external stakeholders including the Contracting Authority, utilities, and municipal agencies to facilitate inspections and approvals.
Review and approve surface work test packages and quality documentation prior to submission.
Maintain accurate and up-to-date quality records, including inspection reports, test results, and NCR logs.
Participate in internal and external audits and support the implementation of audit findings.
Provide training and mentorship to field staff on quality standards and procedures.
Support the development and revision of ITPs, checklists, and quality procedures specific to surface works.
Ensure environmental and safety considerations are integrated into quality inspections and reporting.
Other duties as assigned by the Quality Manager.

EDUCATION AND QUALIFICATIONS

Bachelor’s degree in civil engineering, Construction Management, or a related field.
Minimum of 5 years of experience in heavy civil infrastructure projects, with at least 2 years in tunnelling or transit-related surface works.
Certification in quality management (e.g., ISO 9001 Lead Auditor, CQE) is an asset.

JOB REQUIREMENTS

Experience with transit infrastructure projects in Ontario is highly preferred.
Strong understanding of surface construction techniques, materials, and standards (e.g., asphalt, concrete, utility installation).
Familiarity with Ontario Provincial Standards (OPS), CSA standards, and local municipal specifications.
Proficiency in MS Office Suite, document control systems (e.g., Aconex, Procore), and quality management software.
Excellent organizational, analytical, and communication skills.
Ability to work collaboratively in a fast-paced, multidisciplinary environment.
Valid driver’s license and ability to travel to various project sites as needed.
