We know who we are, and we’re confident in our approach.
Your Team
Join the OCC and Planning team at Flair as a Manager, OCC, where you will play a key role in leading and overseeing OCC operations to ensure the safe, compliant, and efficient utilization of aircraft and crew resources. Reporting to the Director, OCC, you will provide leadership and direction to the OCC team, establish operational priorities, and support both long-term planning and day-of-operations execution. You will work closely with CSC, Crew Scheduling, Dispatch, MCC, and other operational teams to drive operational reliability, improve efficiency, and ensure compliance with safety and regulatory requirements. This role requires strong leadership, sound decision-making, and the ability to drive continuous improvement while maintaining accountability in a fast-paced operational environment. This role requires participation in a 4-on/4-off on-call rotation, including availability outside standard business hours to respond to irregular operations and urgent operational matters.
This is a full-time, on-site position that is based at our Toronto (YYZ) office.
A Day In The Life
As a Manager, OCC, you will:
- Provide overall leadership and operational oversight of the Operations Control Centre (OCC), ensuring safe, complaint, and efficient execution of daily flight operations.
- Establish, implement, and continuously refine operational control policies, procedures, and governance frameworks in alignment with regulatory requirements and Company standards.
- Lead the OCC team to ensure operational integrity of the schedule, full regulatory compliance, and disciplined economic decision-making during both planned and irregular operations.
- Oversee aircraft flow analysis, operational performance analytics, and optimization tools to support effective resource allocation and schedule reliability.
- Ensure continuous flight-watch is maintained, providing proactive support to Dispatch and operational stakeholders in the event of deviations, diversions, or operational disruptions.
- Direct irregular operations (IROPs) management, ensuring cost-effective and consistent disruption recovery strategies that balance operational integrity, safety, and customer impact.
- Drive On-Time Performance (OTP) and network reliability through structured performance monitoring, root cause analysis, and corrective action planning.
- Lead daily operational performance reviews with cross-functional stakeholders to identify trends, resolve operational issues, and implement preventative measures to reduce recurrence.
- Maintain strong cross-functional alignment with Dispatch, Commercial, Airports, In-Flight, Safety, Technical Operations, and other operational partners to ensure coordinated decision-making and safe execution.
- Provide strategic direction and oversight of OCC systems and operational tools, including NavBlue and other platforms critical to operational control, ensuring system integrity, updates, enhancements, and effective utilization.
- Ensure appropriate system updates, process changes, and operational enhancements are implemented, documented, and communicated effectively across the OCC function.
- Lead the onboarding, training, and development of new OCC team members, and ensure ongoing training and competency development of current employees to maintain operational standards.
- Ensure appropriate coverage planning within the OCC team, including oversight of vacation, leave, and sick-day coverage to maintain operational continuity.
- Analyze operational performance data and irregular events to inform scheduling decisions, contingency planning, and continuous improvement initiatives.
- Develop and implement standardized operating procedures across all OCC functions to promote consistency, resilience, and operational flexibility.
- Lead and develop OCC personnel through structured performance management, succession planning, and continuous leadership development.
- Foster a culture of accountability, operational discipline, and safety leadership within the OCC team.
- Complete other duties as assigned.
