Role overview

Reporting to the Director, Human Resources, the Manager, Organizational Development and Compliance will play a key role in delivering Founders Metals’ people strategy across Canada and Suriname. Based at our Vancouver head office, this role has three areas of responsibility:

It manages day-to-day HR for Vancouver head office employees and expatriates.
It leads organizational development across the company, building people and organizational capability through learning and development, leadership development, performance management, succession, change management, engagement and culture.
It owns the compliance function across the company, managing the process to develop, disseminate, train on and monitor corporate policies, with subject matter experts providing the content.

This role offers a unique opportunity to work at the intersection of HR operations, organizational development, compliance and change management in a dynamic, multilingual, multi-site environment spanning Canada and Suriname. It plays an important part in ensuring employees and contractors are informed, prepared and equipped to adopt new policies, systems and ways of working.

A critical priority is building local capability in Suriname by developing local talent through structured knowledge-sharing and mentoring initiatives that enable expatriates to contribute their expertise and support organizational capability development among Surinamese employees, in line with the company’s commitments to local authorities..

The role works in close partnership with the Country HR Manager – Suriname, who leads HR operations on site. A separate role clarification document outlining each role’s responsibilities and points of contact will be shared with candidates who advance beyond the initial screening.

The ideal candidate brings a genuine customer service mindset and is inspired by meeting the needs of our employees while keeping the needs of the business in balance.

Position Responsibilities

HR Management – Vancouver Head Office

This role manages HR operations for head office employees, as well as for expatriates, who are considered head office personnel.

Manage day-to-day HR for head office staff, including hiring, onboarding, offboarding, benefits administration, leaves and employee relations.
Together with the Country HR Manager, manage HR matters for the management team in Suriname, including hiring, job evaluations, job descriptions, and employment and contractor agreement management.
Design and administer expatriate compensation packages, and oversee work permit applications and renewals, with day-to-day local support from the Country HR Manager – Suriname.
Maintain accurate employee records, workflows and reporting in the HRIS (BambooHR)

Organizational Development – Company-wide

This role owns organizational development programs across the company. HR in Suriname applies them at site, with guidance and support from this role as needed.

Lead learning and development across Canada and Suriname: identify training needs, design and deliver programs suited to office and remote site environments, manage the annual training plan and budget, and measure effectiveness using recognized methods (e.g., the Kirkpatrick model).
Lead the corporate-wide performance management process, including goal setting, reviews, calibration and individual development plans, and equip leaders with the tools to manage performance effectively.
Support the HR team in the design and administration of the compensation framework and incentive programs, including benchmarking and the annual compensation review cycle.
Lead the people side of change for company-wide initiatives using a structured change management approach (e.g., Prosci ADKAR), with integrated communication and training plans.
Develop company-wide HR communications and support engagement and recognition initiatives, in formats and languages suited to office and site audiences.
Establish and track KPIs, such as hiring effectiveness, training effectiveness, retention and engagement rates, and report results to the Director of Human Resources and the executive team.

Compliance – Company-wide

This role owns the process for developing, disseminating, training on and monitoring corporate policies. Subject matter experts (SME's), including HR, own the policy content; this role supports them and ensures every policy meets a consistent corporate standard.

Own the corporate policy management process, including templates, review cycles, approval workflows, version control and a central policy repository.
Supports SME's, such as HR, ESG, finance, and health and safety, in drafting and updating their policies, advising on structure, clarity and alignment with other corporate policies.
Maintain compliance of people practices with applicable employment, labour, human rights, privacy, health and safety, and pay transparency requirements in Canada and Suriname, including the BC Employment Standards Act, Human Rights Code, Workers Compensation Act, Personal Information Protection Act and Pay Transparency Act.
Disseminate policies and deliver policy training for employees and individual contractors, and track completion, acknowledgement and assessment results company-wide.
Partner with the Director of ESG to integrate community-related commitments, such as human rights, local hiring and conduct in host communities, into policies and training.
Monitor adherence to policies, report findings and corrective actions to the Director of Human Resources, and track progress on local training commitments made to Surinamese authorities.

Education and Experience

Bachelor’s degree in human resources management, business administration or a related field.
CPHR designation, or actively working toward it, is preferred.
Minimum of six (6) years of progressive HR experience, including at least three years in an HR generalist or HR manager role; experience in mining, exploration or the resource sector is strongly preferred.
Proven experience designing and rolling out HR programs across multiple locations, ideally including international or remote site operations.
Demonstrated experience in learning and development, from needs identification through program evaluation.
Experience writing and implementing HR policies and procedures.
Strong working knowledge of BC employment legislation.
Proficiency with HRIS platforms (BambooHR an asset) with strong data analysis and reporting skills.
Change management certification (e.g., Prosci) is an asset.
Experience with expatriate compensation, work permits and workforce localization or knowledge transfer programs is an asset.
Working knowledge of Dutch or Spanish is an asset.

Compensation

The salary range for this position is $120,000 to $150,000 CAD per year, commensurate with experience and soft skills.
