Job Summary

Step into a transformative leadership role where your strategic vision will shape the future of integrated care across Royal Columbian Hospital and Community Health Services. Royal Columbian Hospital provides a unique role within Fraser Health providing many regional higher level of care services such as tertiary trauma, stroke care, cardiac surgery, neurosurgery, interventional cardiology and high risk obstetrical and neonatal intensive care services. As Executive Director, you’ll work directly with the Vice President responsible for Clinical Operations, Integrated Health Services, North, to drive innovative strategies that elevate patient‑focused, seamless care across both community and acute settings. You will be joining Royal Columbian Hospital during a tremendous growth phase with the $1.35B redevelopment project, a multi-phase project that will increase the hospital’s capacity, introduce advanced medical technologies, and improve the health care environment for patients, staff and medical staff. Phase One delivered a new 75-bed Mental Health and Substance Use Wellness Centre as well as a new energy centre in 2020, and Phase Two opened the new Jim Pattison Acute Care Tower and expanded 75-bay Emergency Department this year.

In this pivotal role, you will lead high‑performing interdisciplinary teams, optimize resources, and champion excellence in quality, outcomes, and best practices. You’ll work in a dyad partnership with the Site Medical Director, and collaborate closely with regional program leaders, physician partners, and executive colleagues to design and sustain integrated services that improve health outcomes and deliver exceptional patient experiences. Detailed Overview

Supporting the Vision, Values, Purpose and Commitments of Fraser Health:

Reporting to the Vice President Regional Hospitals and Communities, the Executive Director & Executive Clinical Lead provides senior leadership and direction for the development, implementation and assessment of strategies, program/service objectives and operations that support patient-focussed seamless care that is integrated across hospital and community settings and the clinical planning oversight for the RCH Redevelopment Project .

As a senior leader of a Regional Hospital, the Executive Director works in conjunction with the Site Medical Director, on strategies and program/service assessments to optimize the use of health care resources (capital, financial and human) that support targeted outcomes. The Executive Director leads integrated health services team with a focus at a systems level to maximize resources and outcomes within approved financial mandates, ensuring strategies and decisions support high standards of quality, best practices and achievements of outcomes and performance measures. Fraser Health wide areas of responsibility include:

Surgical Network (including Provincial Surgical Executive Committee)
Cardiac Network (including representation on the Lower Mainland Cardiac Planning Committee).

Through partnerships with physician leaders, Executive Directors of Regional Programs and other leadership roles, the Executive Director holds a key role in the system design, implementation and sustainability of integrated health services.

As the Executive Clinical Lead for the RCH Redevelopment, provides executive oversight and clinical leadership in the planning, coordination and delivery of the RCH Redevelopment & Expansion Project which includes oversight for the overall clinical operations project management plan and clinical planning budget and the integration of clinical support service planning components such as Facilities, IMIT and Equipment.

Responsibilities

Participates in the strategic planning, future visioning, goal setting and decision-making processes for the Regional Hospital and its partnership across the Fraser Health.
Identifies short, medium and long-term objectives, plans, programs and services. Assesses options and makes recommendations of strategic and operational decisions.
Provides executive clinical oversight and clinical leadership in the planning, coordination and delivery of the RCH Redevelopment & Expansion Project which includes oversight for the overall clinical operations project management plan and clinical planning budget and the integration of clinical support service planning components such as Facilities, IMIT and Equipment.
Represents Fraser Health and the Regional Hospital to the community. Maintains effective relationship with municipal leaders through regular updates and discussions. Ensures other stakeholders are informed and included in community/stakeholder consultations and discussions.
Assists to identify and remove barriers to a seamless system of care across hospitals and the community, and across programs and services. Works with Executive Directors of Regional Programs on issues of program support and services. Establishes and maintains ongoing working relationship with Executive Director of the Community on smooth transition and integration of services and patients/residents/clients.
Accountable for the annual operating and capital budget for the Regional Hospital. Works within approved financial mandate, recommends and establishes program/service priorities. Prepares budget and program recommendations, oversees the performance of programs and budget. Monitors actual expenses and program/service outcomes, identifies efficiencies and promotes optimal use of resources, making recommendations on current and future program and service adjustments.
Identifies and reviews proposals for new or expanded programs following a system and team based approach; monitors evaluation of existing programs to ensure effective resource allocation and/or the development of new funding sources.
Participates in the development and delivery of health services in collaboration with physicians and other health care team members; establishes monitoring and reporting systems to identify and follow-up on deficiencies in patient care services and ensures complaints regarding clinical services are appropriately researched, responded to and appropriate actions put in place.
Participates, in collaboration with leadership in the development and implementation of quality improvement processes; ensures that appropriate quality of care measures are in place and compatible with industry standards and accreditation bodies.
Provides leadership to support engagement for physicians, staff and volunteers. Maintains partnerships with Foundations to ensure common understanding of objectives and programs needs and builds on opportunities for support and partnerships.

Qualifications

Education and Experience

Master's degree in business, health care administration or related field plus a clinical background in a health related discipline.

Ten (10) to fifteen (15) years' recent, related progressively senior management experience in a large health care organization including health care planning and demonstrated experience in leading large complex projects and service delivery initiatives.
