Project Engineer / Network Engineer – Fibre Deployment

Location: Quebec, Canada (Hybrid / Remote)

Language Requirements: Mandatory Bilingualism (Excellent French and Fluent English)

Who We Are

Our Fiber Enablement team is shaping the future of connectivity in Quebec. Through major investments in our critical infrastructure, we are expanding our world-class fiber optic network (FTTH) to connect new residential and business customers across the province.

Our scope covers all functions of the project lifecycle: from design and engineering, through permitting and construction, to final delivery and commercial turn-up.

The Impact You’ll Make and What We’ll Accomplish Together

As a Project Engineer / Network Engineer – Fibre Deployment (SXU & MXU), you will serve as the technical authority responsible for design validation, engineering specifications, and compliance of deployment plans for single-family units (SXU) and multi-dwelling/commercial units (MXU) in the Quebec market.

You will act as the technical liaison between internal engineering teams, the Program Manager, and our partners' engineering and construction firms. Your role will be critical in approving IFC engineering packages, optimizing network architecture, ensuring compliance with structure permitting standards (Hydro-Québec and others), and resolving complex technical issues in the field.

What You’ll Do

  • Engineering Review & Approval (IFC): Analyze and approve network engineering packages and FTTH design plans submitted by partners (route design, cabling, splice closures, optical splitters).
  • Structure Permitting & Compliance: Ensure pole loading calculations and structure access requests comply with Hydro-Québec, municipal, and third-party structure owner standards.
  • Collaboration with Program Leadership: Partner closely with Program Managers and Project Managers to align technical priorities with project schedules and CapEx budgets.
  • Quality & Network Integrity: Enforce build standards, conduct targeted technical audits, and review final As-Built packages prior to commercial turn-up.

Qualifications – What You Bring

  • Linguistic Excellence (Mandatory Bilingualism): Excellent proficiency in French (spoken and written) to interface with local engineering teams, Hydro-Québec, and municipal authorities. Excellent proficiency in English to collaborate with national planning teams and review technical documentation.
  • Education & Professional Designation: Bachelor's degree in Electrical Engineering, Telecommunications Engineering, Civil Engineering, or a related field. Member in good standing of the Ordre des ingénieurs du Québec (OIQ) or eligible for membership (Ing. or CPI).
  • Telecom & Fibre Technical Experience: 3 to 5+ years of experience in telecommunications network engineering, specifically in FTTH/FTTP network architecture and deployment (SXU/MXU).
  • Structure Permitting Expertise: Solid understanding of Quebec structure engineering standards (Hydro-Québec/Bell standards, pole loading analysis, easements).
  • Engineering & GIS Tools: Proficiency with CAD software and GIS/mapping platforms (AutoCAD, SpatialNet, ArcGIS/QGIS, MyWorld, or equivalent).

Great-to-Haves

  • Deep understanding of aerial and underground FTTH architectures in dense urban environments.
  • Direct experience preparing or reviewing Hydro-Québec permit packages (C2Plus or equivalent systems).
  • P.Eng. / OIQ designation with full practice rights in Quebec.

Language Requirement / Bilingualism

Fluent English and an excellent level of French are required for this position. The role requires daily technical communication in French with local engineers, Hydro-Québec, and external partners in Quebec, as well as regular interaction in English with national engineering teams and English-interface tools.
