Job Title: Project Manager – Fibre Deployment
Location: Quebec, Canada (Hybrid role)
Language Requirements: Mandatory Bilingualism (Excellent French and Fluent English)
Language Requirement / Bilingualism
Fluent English and an excellent level of French are required for this position. The role requires daily communication in French with partners' local teams and external Quebec stakeholders, as well as regular interaction in English with governance teams and English-interface management tools.
Who We Are
Our fibre enablement team is shaping the future of connectivity in Quebec. Through major investments in our critical infrastructure, we are expanding our world-class fibre optic network (FTTH) to connect new residential and business customers across the province.
Our scope covers all functions of the project lifecycle: from design and engineering, through permitting and construction, to final delivery and commercial turn-up.
The Impact You’ll Make and What We’ll Accomplish Together
As a Project Manager – Fibre Deployment (SXU & MXU), you will support and execute the day-to-day operational delivery of deployment projects for single-family units (SXU) and multi-dwelling/commercial units (MXU) in the Quebec market.
Working closely with the programme manager and governance teams, you will maintain daily operational touchpoints with our partners. Your role will be key in tracking permitting workflows (e.g., Hydro-Québec, municipalities, structure owners), monitoring field construction progress, and ensuring projects stay on schedule and within budget.
What You’ll Do
- Project Execution & Tracking: Monitor daily field progress for SXU and MXU builds in Quebec. Maintain tracking dashboards, monitor project costs, and compile regular status reports for leadership.
- Daily Partner Coordination: Interface daily with our partners' project and construction teams. Ensure alignment with build schedules, monitor issue resolution on the ground, and participate in weekly status reviews.
- Permitting Workflows & Administrative Follow-up: Track permit submission and approval workflows in collaboration with partners across Hydro-Québec, municipal authorities, and third-party structure owners to prevent delays.
- Support to Program Leadership: Assist the Senior Program Manager with work plan preparation, risk tracking, and clearing operational bottlenecks.
- Turn-up & Internal Coordination: Act as a liaison between field construction teams and internal stakeholders (Marketing, Sales, Network Operations) to ensure smooth transitions toward customer turn-up.
Qualifications – What You Bring
- Linguistic Excellence (Mandatory Bilingualism): Excellent proficiency in French (spoken and written) to interact effectively with partners' local teams, municipal authorities, and Hydro-Québec. Good proficiency in English to collaborate with national teams and work with English-configured software tools.
- Project Management Experience: 1 to 3 years of experience in a project coordination or project management role (preferably in telecommunications, construction, or infrastructure).
- Telecom & Fibre Domain Knowledge: Solid foundational understanding of fiber optic deployment (FTTH), structure permitting lifecycles (Hydro-Québec and others), and field construction phases.
- Rigor & Data Management: Strong organizational skills and proficiency with tracking tools (Google Sheets/Excel, project management dashboards/platforms).
- Team Spirit & Communication: Proactive mindset, strong interpersonal skills, and a pragmatic approach to daily problem-solving.
Great-to-Haves
- University degree or college diploma in project management, engineering, business administration, or a related field.
- CAPM (Certified Associate in Project Management) certification or working toward a PMP.
- Prior experience working with Hydro-Québec permitting processes or within the Quebec telecommunications ecosystem.
