The Opportunity
Glass Roots Construction (GRC) is seeking a high-performing Senior Engineering Project Manager to lead our underground utility projects from inception to completion. As GRC continues to scale, this role serves as a pivotal bridge between our strategic goals and field execution. You won’t just be managing tasks; you will be the primary driver of project profitability, client relationships, and operational excellence.
This is a leadership position designed for a proactive problem-solver who can navigate the complexities of civil construction while mentoring our field teams and ensuring GRC remains the gold standard for safety and efficiency.
Responsibilities
The Project Manager is responsible for understanding the project deliverables and creating timelines for different individuals and groups involved in the project to make sure the project remains on track. You must be familiar with the goals of the project and the responsibilities of all involved parties.
OSP Engineering Execution & Technical Leadership
- Lead and execute complex OSP engineering work across active GRC projects, including route engineering, make-ready analysis, load calculations (OCALC/PLA), aerial and underground design, splicing architecture, and construction package development.
- Serve as the senior technical resource for the OSP engineering team, providing expert-level guidance on design decisions, construction standards, carrier specifications, and field-to-design challenges across all active markets.
- Own the technical quality of all OSP engineering outputs, establishing review standards and serving as the escalation point for design conflicts, RFIs, and constructability issues that require senior engineering judgment.
- Drive consistency across OSP engineering deliverables by maintaining and evolving GRC’s engineering standards, templates, and documentation practices as the business scales into new geographies and program types.
Client & Carrier Engagement
- Represent GRC as a senior technical resource in client and carrier-facing interactions, including design reviews, technical scoping sessions, and program kick-offs - bringing credibility, clarity, and responsiveness to every engagement.
- Translate carrier network requirements and client specifications into actionable OSP engineering direction for the team, ensuring design outputs meet client standards without requiring repeated revision cycles.
- Manage technical RFIs, design clarifications, and engineering-related client communications with accuracy and professionalism, resolving issues at the engineering level before they escalate to the VP.
- Identify opportunities to strengthen client relationships through technical excellence, proactive communication, and consistent delivery - contributing to GRC’s reputation as a trusted engineering partner.
Team Oversight & Engineering Operations
- Provide day-to-day technical direction to the Engineering PM, Design Manager, and Permit Coordinator, ensuring each role has clear priorities, the information they need, and appropriate technical guidance to execute effectively.
- Partner with the Senior Design Manager to ensure design outputs are aligned with OSP engineering standards and construction requirements, maintaining a tight feedback loop between engineering and design functions.
- Collaborate with the VP, Engineering & Network on resource planning, workload distribution, and engineering capacity across active and incoming projects, flagging constraints before they impact delivery.
- Support the VP in developing engineering cost estimates, bid inputs, and technical scope documentation for new project opportunities, contributing hands-on expertise to GRC’s business development efforts.
Required Qualifications
Education & Background
- Bachelor’s degree in Civil Engineering, Electrical Engineering, Telecommunications Engineering, Construction Management, or a closely related field; equivalent experience in lieu of degree considered.
- 7+ years of hands-on OSP engineering experience in fiber optic infrastructure, with demonstrated depth in aerial, direct buried, and conduit plant across multiple geographies and carrier programs.
- Proven experience serving as a senior technical resource on FTTx programs, including working directly with tier-1 or tier-2 carriers on engineering deliverables and design reviews.
- Track record of managing or mentoring engineering staff and coordinating delivery across cross-functional teams in a construction or utility environment.
Technical Skills
- Expert-level proficiency in OSP engineering tools including OCALC load calculation software, CAD platforms (AutoCAD, MicroStation, or equivalent), and GIS tools (QGIS or equivalent).
- Deep command of OSP engineering and construction standards including NESC, NEC, carrier-specific specifications, make-ready processes, and joint-use attachment requirements.
- Ability to produce, review, and take technical ownership of the full range of OSP engineering deliverables - construction drawings, make-ready packages, splice matrices, BOM documentation, permit drawing sets, and as-builts.
- Strong proficiency in reporting and project tracking tools (Excel, Google Suite, or equivalent) for managing engineering delivery data, milestone tracking, and cross-functional status reporting.

- Client Service Mindset: Approaches every client interaction as a reflection of GRC’s engineering credibility; anticipates client concerns, responds to technical questions thoroughly and promptly, and takes ownership of engineering issues.
Preferred Qualifications
- Field Leadership: Strong background in field management and deep understanding of utility construction processes and terminology.
- System Familiarity: Hands-on experience with project management platforms (e.g., Zoho, Smartsheet, Procore) and advanced Google Suite functionality.
- Process Orientation: Exceptional data entry, analytical, and organizational skills, with a focus on documentation and continuous workflow improvement
Additional Information
Salary Range: $110,000 - $125,000 Salary, based on experience + 10% Bonus
Schedule: Day Shift: Monday - Friday
Travel Requirements: 25%
