Job Summary

Our client, a leading Canadian financial institution, is seeking a Senior Technical Project Manager to lead a regulatory technology initiative supporting Bank Act compliance requirements. This is a hands-on technology delivery role requiring strong experience managing projects through the full SDLC/PDLC, with accountability across application development, testing, implementation, governance, and project financials. A key requirement is strong project accounting and financial management - the successful candidate must be able to confidently manage and explain budgets, forecasts, actuals, accruals, vendor spend, and financial variances.

Key Responsibilities

Technology Delivery

  • Lead end-to-end delivery of a complex regulatory compliance technology project.
  • Translate regulatory and business requirements into executable technology plans.
  • Manage delivery across development, architecture, data, QA, infrastructure, security, business, Compliance, and Risk teams.
  • Maintain project plans, milestones, dependencies, RAID logs, and executive reporting.
  • Drive issue resolution, risk mitigation, and escalation across internal teams and vendors.
  • Manage testing, release readiness, implementation, and post-production activities.
  • Ensure appropriate traceability between regulatory requirements, technology changes, and testing outcomes.
  • Maintain strong governance and documentation to support compliance and audit requirements.

Project Financial Management

  • Own project budgets, forecasts, actuals, and financial reporting.
  • Track contractor, vendor, and internal resource costs.
  • Manage accruals, invoices, purchase orders, and financial commitments.
  • Perform budget-to-actual and forecast variance analysis.
  • Identify financial risks, overruns, or funding gaps early.
  • Provide clear financial updates to senior stakeholders.

Required Experience
  • 7 years of experience managing complex technology projects, ideally within banking or financial services.
  • Strong experience leading SDLC / software development projects.
  • Previous experience delivering regulatory, compliance, risk, or mandatory-change initiatives.
  • Strong project financial management experience, including budgets, forecasts, actuals, accruals, and vendor spend.
  • Experience working across Technology, Business, Compliance, Risk, and Operations teams.
  • Experience managing third-party vendors and complex enterprise delivery environments.

Required Skills
  • Strong governance, risk, dependency, and stakeholder-management skills.
  • Strong communication skills with both executive and technical stakeholders.

Preferred Skills
  • Previous experience within a major Canadian bank or regulated financial institution.
  • Familiarity with the Bank Act and Canadian financial-services regulation.
  • Experience delivering regulatory remediation or compliance-driven technology initiatives.
  • PMP or related project-management certification.
