Original job description
Glooscap First Nation and Glooscap Ventures are seeking a Finance Manager to help build the finance function the Nation and its businesses are growing into. This is a newly created role and a rare opportunity to put the foundations in place rather than inherit them: a documented month-end close, reconciliations that hold, a live cash forecast, and funder reporting that is never met from memory.
Reporting to the Financial Controller and working closely with the Chief Financial Officer, the Finance Manager carries three connected bodies of work across the Nation and its entities: the monthly close and the reconciliations behind it, grant and funder compliance, and the cash, budget, and analysis work that leaders use to make decisions. The role exists so that critical work is not concentrated in one seat, and so that the numbers leaving this office can be defended.
This is a hands-on role in a small team. The successful candidate will do the work as well as design it, and will find both the accounting and the community stewardship side of it meaningful.
Key Responsibilities
Month-End Close and Reconciliations
- Execute the monthly close across all entities against a documented close calendar, holding the target close day, the task sequence, and the dependencies without a late scramble.
- Prepare and review balance sheet account reconciliations for all entities, with full supporting detail on any material balance and evidence of independent review.
- Reconcile inter-entity accounts monthly, resolve historical items with a documented resolution, and keep them from re-accumulating.
- Review and authorize journal entries prepared by others, and prepare the complex and judgmental entries directly.
- Maintain the deferred revenue schedule and post deferred revenue monthly, so the general ledger reflects grant activity through the year rather than only at year end.
- Confirm the monthly accounts receivable and accounts payable listings, maintain fixed asset schedules, and review bank and credit card reconciliations.
- Prepare the monthly combined financial statements and the supporting working papers, organized so anyone on the team can find current support without asking the person who made it.
- Prepare and post HST returns for all entities, and support the annual external audit with schedules and working papers that are ready when the audit arrives.
Grant and Funder Compliance
- Own the central grant register: every active contribution agreement with funder, amount, spending deadline, unspent balance, and reporting due date in one place.
- Prepare and submit funder reporting, including Indigenous Services Canada, Mi’kmaw Kina’matnewey, CMHC, and ACOA, so no deadline is met late or from memory.
- Track unspent balances and spending deadlines and surface claw-back or lapse risk early, while there is still time to act.
- Retain support for every filing and submission so it is retrievable to the seven-year standard.
- Keep funder obligations visible to the Controller and the CFO before they are due, not after.
Cash, Forecasting, and Debt
- Build and maintain the rolling 13-week cash forecast, mapping funding receipts, inter-entity transfers, debt service, bi-weekly payroll, and accounts payable.
- Monitor bank balances on a daily and weekly basis against a defined minimum cash buffer, so the position is watched on a schedule rather than discovered.
- Track forecast accuracy weekly and improve the forecast until leaders trust it enough to act on.
- Maintain debt service schedules and prepare covenant compliance calculations, so the debt position is never a surprise to leadership or the boards.
- Prepare the cash and forecast views the CFO takes into the cash review cadence.
Budgeting, Analysis, and Business Partnership
- Support the annual budget for the Nation and Ventures, including reforecasts through the year.
- Prepare actuals versus budget variance analysis with written commentary that explains the drivers, not only the amounts.
- Support the monthly financial review with department and entity leaders, in a form they can use, and hold the cadence.
- Provide fast, reliable answers to routine financial questions, so leaders come to finance before a decision and not only after it.
- Contribute analysis to capital planning, entity reporting, and new business onboarding as the portfolio grows.
Controls and Stewardship
- Work within the finance responsibility matrix so preparation, approval, and independent reconciliation sit with different people, and the record shows it.
- Act as the independent reviewer on the payroll-to-general-ledger reconciliation and on other reconciliations where segregation requires a second set of eyes.
- Apply and help improve financial policies, approval workflows, and delegated authority in day-to-day practice.
- Ensure compliance with applicable accounting standards, ASPE or IFRS as applicable, and with funder and regulatory requirements.
- Produce work that could be handed to Chief and Council, a member, or an auditor and stood behind.
Systems, Data, and Process Improvement
- Use Sage Intacct dimensions, reporting templates, and automation so the system carries more of the load than the people do.
- Remove named manual steps each quarter, including manual imports and hand-built schedules, and keep them from coming back.
- Keep processes, schedules, and folder structures documented, standardized, and findable.
- Support the onboarding of new and acquired entities into Sage Intacct and ADP Workforce Now.
- Maintain data integrity and alignment between financial systems and operational platforms.
Team, Coverage, and Development
- Serve as the documented backup for core close and payroll tasks, and rely on named backups for your own, so nothing critical depends on one person being at their desk.
- Coach and review the work of the finance analyst, payroll, and accounting support roles on shared deliverables, without carrying their accountability.
- Advance one named development skill each year, with time protected for it.
- Share what you know deliberately, so the capability outlasts any one person in the seat.
Qualifications and Experience
- CPA designation, in good standing, is required.
- Five to seven years of progressive accounting and financial management experience, including responsibility for a full-cycle close.
- Demonstrated ownership of month-end close, balance sheet reconciliations, and working paper preparation.
- Experience with cash forecasting and with budgeting, reforecasting, and variance analysis.
- Strong working knowledge of ASPE, and of internal controls and segregation of duties in practice, not only in theory.
- Comfortable working hands-on in a small team, in an environment where the process is being built rather than inherited.
- Clear written communication, including the ability to explain a number and its drivers to a non-financial reader.
- Proficiency with a mid-market ERP and with spreadsheet-based analysis and reporting.
Assets
- Experience working within Indigenous organizations, economic development corporations, or community-owned enterprises.
- Knowledge of First Nation governance structures and of federal and provincial funder reporting requirements.
- Experience with grant and contribution accounting, including deferred revenue and unspent balance tracking.
- Multi-entity or consolidated reporting experience.
- Familiarity with Sage Intacct, ADP Workforce Now, Power BI, or comparable platforms.
- Experience supporting an external audit and working with auditors, funders, and financial institutions.
Who Thrives Here
Our finance team wrote down how it works, in its own words. The right candidate will read this and recognize themselves.
- We look after each other. We share the load, we communicate straight, and people can speak their mind.
- We are dependable. We are current and on time. When someone needs information, we know where it is and we get it to them fast.
- We work on solid ground. Confirmed, verified information and clear timelines. We do not build on guesses.
- We protect our time, and each other’s. We know when to say no, and we respect the time of the people we work with.
- We add value through usable information. The point is not only to move the numbers, it is to give people something they can actually use.
- We build for the long term. The people and skills we grow now are what Glooscap relies on later.
Practically, that means we are looking for someone who is comfortable saying a number is not ready yet, who would rather document a process than become the only person who can run it, who asks the next question before it is asked of them, and who understands that the money being managed here belongs to a community and to the generations after it.
