Program Manager

The Program Manager provides leadership, management, and oversight of program staff, ensuring participants receive high-quality services and supports while program targets, funding requirements, and service standards are achieved. This role works closely with the program team to assess participant suitability and eligibility, monitor progress, support continuous program improvement, and drive successful outcomes for participants and community partners.

What You Will Do:

Provide overall direction, leadership, and management support
Monitor program performance and outcomes to ensure all established targets, service standards, and contractual metrics are achieved.
Analyze program data and implement corrective actions when required to support successful outcomes.
Evaluate program effectiveness and recommend continuous improvements to service delivery and participant experience.
Represent Goodwill in discussions with funders, community partners, employers, and other service providers.
Ensure high-quality service delivery standards are consistently met and support the resolution of participant and stakeholder concerns.
Collaborate with Employment Services team members to facilitate referrals and increase program awareness across the community.
Develop and implement outreach and marketing strategies that support participant recruitment and program growth.
Prepare and maintain weekly reports detailing program performance, participant outcomes, and key metrics.
Monitor program budgets and expenditures to ensure services are delivered within established funding parameters.
Conduct file reviews and spot audits to ensure compliance, accuracy, and quality documentation standards.
Lead and facilitate Advisory Committee meetings and activities.
Coach, mentor, and support direct reports through training, development, and performance management.
Ensure team members have the tools, resources, technology, and knowledge required to be successful in their roles.
Work collaboratively with colleagues to enhance client services, support program innovation, and contribute to organizational goals.
Lead by example in delivering exceptional customer service aligned with Goodwill's ICARE Customer Care Cycle.
Follow all safety standards set out in legislation and/or Goodwill policies.
Be actively involved in the health, well-being, and safety of themselves and their team.

What We Are Looking For:

Strong knowledge of employment services, workforce development programs, and skills training initiatives.
Experience leading and supporting a team within a service delivery environment.
Strong facilitation skills in both group and one-on-one settings.
Demonstrated ability to monitor performance metrics and achieve program targets.
Excellent interpersonal, communication, conflict resolution, and relationship-building skills.
Strong organizational, analytical, and problem-solving abilities.
Experience managing program administration, reporting requirements, and budgets.
Ability to build and maintain productive relationships with participants, employers, community partners, and funders.
Sound working knowledge of Microsoft Office Suite and Outlook.
Working knowledge of CaMS and case management software is considered an asset.
Valid driver's licence and reliable access to a vehicle with the ability to travel for employer and community visits.
Post-secondary diploma or degree in Social Services, Business Administration, or a related field, or an equivalent combination of education and experience.
Minimum three (3) years of related experience in employment services, workforce development, or social services.

Work Schedule:

This position is scheduled for 37.5 hours per week, typically Monday to Friday from 8:30 a.m. to 5:00 p.m. Flexibility to work evenings and weekends as required is necessary.
