Role Responsibilities
The Government of Alberta is seeking a Classification Consultant to provide job evaluation expertise across the Alberta Public Service (APS) and collaborate with HR Business Partners on organizational design initiatives.
In this role, you will assess management and non-management positions, provide evidence-based classification and organizational design advice, and help ensure jobs are evaluated consistently, equitably, and transparently. You will work closely with managers, employees, HR partners, and classification colleagues to understand organizational needs, identify options and implications, and recommend practical approaches that maintain the integrity of the APS classification system. You will also maintain accurate classification information and prepare reports, briefings, and recommendations that support operational and strategic decision-making.
This position combines analytical work, professional judgment, consultation, relationship management, and delegated decision-making. It is well suited to someone who can work through complex information, explain technical decisions clearly, and balance client needs with the integrity of the APS classification system.
As a Classification Consultant, you will:
- Provide proactive, solution-focused consultation to managers and HR partners on classification, job design, organizational design, reporting relationships, and structural options.
- Help clients understand available options, organizational and classification implications, associated risks, and viable paths forward while maintaining the integrity of classification plans.
- Engage clients at key stages of a review, including intake, information gathering, pre-decision consultation, and communication of the final decision and rationale in a clear and respectful manner.
- Partner with clients before formal submission, where appropriate, to identify and resolve job-description, role-clarity, reporting-relationship, or organizational-structure issues.
- Evaluate management and non-management positions using the applicable APS job evaluation plans, including Point Rating Evaluation Plan (PREP) and the Management Job Evaluation Plan (MJEP).
- Review job descriptions, organizational structures, reporting relationships, and other relevant information to understand the scope, complexity, and responsibilities of positions.
- Conduct classification audits and consultations with employees, managers, and HR partners to gather and validate job information.

- Apply classification standards, guide charts, stream definitions, benchmarks, and established evaluation practices to determine appropriate classification outcomes.
- Exercise delegated classification authority and prepare clear, evidence-based documentation supporting classification decisions.
- Support first-level classification reviews and prepare analysis, documentation, and presentations for applicable classification appeal processes.
- Represent the employer in classification appeal proceedings, as required.
- Maintain accurate, timely, and complete classification documentation, workflow information, and position data in 1GX/ERP and related systems.
- Analyze classification activity, trends, risks, workload, and data-quality issues, and prepare clear reports, summaries, and recommendations for leadership.
- Support managers and HR partners by providing classification-related guidance and learning resources throughout the job description development process.
- Participate in classification reviews, organizational initiatives, and other projects of varying scope and complexity.
- Manage multiple classification files and priorities while maintaining quality, consistency, and timely service.
- Identify and communicate sensitive, high-risk, or potentially precedent-setting issues early and recommend an appropriate course of action.

Qualifications
Minimum recruitment standard: University graduation in Human Resources Management, Business Administration, Public Administration, Social Sciences or a related degree plus at least one year of progressively responsible related experience. Related experience may include human resources consulting or strategic advisory services; job evaluation or classification; organizational or job design; compensation; workforce or position management; reporting and data analysis; preparation of briefings, options, and recommendations; or another closely related HR discipline.
Equivalency: Two-way:
- A related 2-year diploma from a recognized post-secondary institution and 3-years of related experience.
- A related 1-year certificate from a recognized post-secondary institution and 4-years of related experience.
- Directly related education or experience considered based on 1-year of education for 1-year of experience; or 1-year of experience for 1-year of education.
Required Knowledge and Capabilities
Candidates should demonstrate:
- Knowledge of consultation and advisory practices, including how to identify client needs, develop options, assess implications and risks, and recommend viable solutions.
- Ability to provide proactive strategic consultation on job design, organizational structure, reporting relationships, role clarity, and classification implications.
- Strong written communication skills with the ability to prepare clear, concise, and well-supported classification analysis documents, reports, briefing materials, and recommendations for diverse audiences.
- Strong analytical skills and the ability to assess complex job and organizational information.
- Ability to gather, evaluate, and reconcile information from multiple sources before reaching a conclusion.
- Understanding of job evaluation, classification, job design, organizational design, or related HR principles.
- Ability to interpret and apply legislation, directives, policies, procedures, standards, and established evaluation methodologies.
- Ability to translate complex classification, organizational, and data information into clear advice, reports, briefings, and recommendations for technical and non-technical audiences.
- Ability to manage sensitive or contentious issues, clearly explain evidence-based conclusions, and identify when an issue requires escalation.
- Ability to build trusted relationships and work collaboratively with managers, HR partners, employees, leadership, and other internal partners.

- Experience applying a structured job evaluation or classification methodology.
- Experience with the Point Rating Evaluation Plan (PREP) and the Management Job Evaluation Plan (MJEP).
- Experience with Korn Ferry Hay or another point-factor job evaluation methodology.
- Experience preparing classification decisions, evaluation rationales, review submissions, or appeal documentation.
- Experience participating in classification reviews or formal appeal processes.
- Experience analyzing classification trends, workforce information, or HR data.
AssetsThe following would be considered assets:
- Previous Government of Alberta or Alberta Public Service classification experience.
- Experience providing organizational design or job-design advice.
- Experience working with 1GX/ERP, position management, or comparable enterprise HR systems.
- Experience working in a unionized, public-sector, or policy-driven HR environment.
