Role Responsibilities

Reporting to the Director, Financial Reporting and Operations, the Manager, Financial Operations provides ministry-wide leadership and oversight for financial compliance, operational governance, internal controls, capital asset accounting and reporting, grants processing, and continuous improvement initiatives. The position ensures financial activities comply with applicable legislation, Treasury Board directives, Government of Alberta policies, Public Sector Accounting Standards, and ministry control frameworks. The Manager develops and maintains financial policies, procedures, compliance programs, risk-based controls, and monitoring practices that promote accountability and sound stewardship of public resources.

The Manager oversees capital asset accounting and reporting, including capitalization, amortization, reconciliations, transfers, disposals, impairment considerations and year-end reporting. The position also provides oversight of grant payment processing and related controls to support accurate, timely and compliant administration of grant funding.

Responsibilities include:

Implement and evaluates ministry-wide financial policies, procedures, control frameworks and compliance monitoring practices.
Coordinate responses to internal and external audit inquiries, findings and recommendations relating to financial operations and compliance.
Provide oversight and direction for day-to-day financial operations, including reconciliations, journal entries, and other operational processes within the unit mandate.
Review complex or sensitive financial transactions and issues, determines appropriate treatment and provides direction to staff and clients.
Oversee the capital asset accounting and reporting cycle, including additions, capitalization, amortization, transfers, disposals, write-downs and year-end schedules.
Provide advice on capitalization criteria, asset classification, useful life, accounting treatment and reporting implications for ministry initiatives.
Support audit requirements and prepares or reviews analyses, schedules and briefing materials related to capital assets.
Provide oversight of grant payment requests and related financial processing within the unit mandate.
Represent the unit or ministry on committees, working groups and cross-government initiatives.
Ensure payments are supported by approved program authorities, agreements, eligibility documentation and appropriate financial approvals.
Prepare or oversees briefing materials, action-request responses, correspondence, reports and presentations.

Qualifications

Required:

A university degree in accounting, finance, commerce, business administration or a related discipline, supplemented by 4 years of progressively responsible financial management and leadership experience in a large, complex environment.
Related experience or education may be considered as an equivalency on a one for one basis.

Assets:

Knowledge of the Financial Administration Act and other applicable Government of Alberta legislation, directives, policies, delegations and financial management frameworks.
A professional accounting designation such as CPA is an asset.
In-depth knowledge of Public Sector Accounting Standards, accounting principles, audit practices, internal controls, risk management and financial governance.
Specialized knowledge of financial operations, capital asset accounting and reporting, grant payment processing, reconciliations and financial systems.
Knowledge of 1GX/SAP and business software used for financial analysis, workflow, reporting and documentation.
Knowledge of strategic planning, project management, continuous improvement, organizational change and stakeholder engagement.
Strong analytical, communication, consultation, negotiation, decision-making and issue-management skills.
