The Alberta Public Service works to build a stronger province for current and future generations. We make a difference in the lives of Albertans through rewarding and diverse career opportunities.

Treasury Board and Finance (TBF) is responsible for budgeting, planning and reporting, financial management and the administration of tax and revenue programs. The division Economics and Fiscal Policy (EFP) is responsible for developing, interpreting, and analyzing economic, fiscal, workforce, and statistical data to support workforce planning, cross-ministry policy development, and data-driven decision-making. EFP advises on key issues affecting Alberta’s finances, such as tax policies and legislation, economic and demographic trends, and major federal transfers. The division also provides economic, population, tax revenue, non-renewable resource revenue, and federal transfer forecasts for the budget and quarterly fiscal updates. Additionally, EFP manages federal-provincial fiscal relations - including major transfers - and offers cross-ministry support on federal, provincial, and municipal fiscal matters. The division delivers scenario analysis on the revenue and economic impacts of policy and program initiatives across government, prepares budget and quarterly update materials, and serves as the provincial focal point for Statistics Canada, providing cross-ministry statistical services.

Role Responsibilities

The Unclaimed Property Manager leads the administration, development and ongoing delivery of Alberta’s unclaimed and vested property program under the Unclaimed Personal Property and Vested Property Act and its regulations. In this role, you will oversee the control, safeguarding and disposition of unclaimed and vested property, including inventory management, financial controls and claims administration. You will ensure the program is delivered in accordance with legislative and policy requirements while supporting the return of property to its rightful owners. You will also provide strategic and operational advice on legislative, financial, legal and program matters; identify opportunities to strengthen compliance and improve program delivery; and manage complex issues and risks. • Lead program and legislative administration by ensuring the Unclaimed Personal Property and Vested Property Act, regulations, policies, and related requirements are consistently interpreted and applied in program operations.
  • Oversee unclaimed and vested property administration, including the secure control, maintenance, reconciliation, transfer, and disposition of property and associated inventory records.
  • Manage financial controls and program risks by overseeing reconciliations, banking and financial arrangements, internal controls, fraud prevention, privacy protection, and risks associated with complex property files.
  • Provide strategic and operational leadership by translating priorities into operational plans, monitoring program performance, identifying emerging issues, and providing advice and recommendations to senior management.
  • Lead stakeholder engagement and compliance activities with property holders, claimants, ministries, legal advisors, financial institutions, service providers, and other partners, including outreach, education, and representation on interjurisdictional forums.
  • Support effective program and team operations through process and system improvements, staff recruitment and onboarding, performance management, service standards, and continuous improvement.
