Strategic Services and Governance Division
The Strategic Services and Governance Division is responsible for providing policy development and corporate planning services for the department, coordinating intergovernmental strategy and providing support for international education.
Corporate Planning Branch
The Corporate Planning Branch is responsible for ministry planning and reporting, including ministry business planning and reporting, operational planning, enterprise risk management, performance measurement and reporting.

Role Responsibilities
The Performance Measurement and Reporting Analyst role involves:
Performance Measurement & Reporting
- Leading the development, implementation, and continuous improvement of ministry performance measures, targets, and outcome frameworks in alignment with management direction.
- Conducting research to identify leading practices and innovative approaches to performance measurement.
Data Analysis & Insights
- Analyzing complex quantitative and qualitative data to assess ministry performance and identify emerging trends.
- Developing customized analyses, reports, dashboards, and briefing materials to support strategic planning, policy development, risk management, and decision-making.
Corporate Reporting & Accountability
- Coordinating performance metrics reporting in the Ministry Annual Report and other corporate reporting initiatives in accordance with government legislation, standards, and timelines.
- Support ministry contributions to government-wide planning, reporting, and accountability processes.
Project Management
- Providing project management services for performance measurement initiatives including project planning, implementation and monitoring.
- Developing project charters, work plans, timelines, business cases, and other project documentation to ensure successful delivery of initiatives.
Stakeholder Engagement & Collaboration
- Building and maintaining collaborative relationships with ministry branches, government partners, and education and childcare sector stakeholders to support reporting and performance measurement initiatives.
- Providing strategic advice and support to branch leadership on issues, opportunities, and emerging challenges related to ministry performance, accountability, and reporting.
- Supporting other key priorities of the branch.

Qualifications
University graduation in a related field plus 4 years progressively responsible related experience; or equivalent as described below.
Equivalency: Directly related education or experience considered on the basis of: 1 year of education for 1 year of experience; or 1 year of experience for 1 year of education.
Required Skills
- Experience in performance measurement, reporting, analytics, research, or program evaluation.
- Experience developing performance measures, targets, key performance indicators, and outcome-based reporting frameworks
- Strong analytical skills with the ability to interpret complex data and identify trends, risks, and opportunities.
- Strong research, problem-solving, and critical thinking abilities.
- Experience preparing reports, briefing materials, presentations, and executive-level information products.
- Strong project management and organizational skills with the ability to manage multiple priorities and deadlines.
- Excellent written and verbal communication skills.
- Strong stakeholder engagement and relationship-building skills.
- Use of Statistical tools like SPSS, Python to analyze large volume of data.
- Proficiency in data analysis, reporting, and visualization tools (e.g., Excel, Power BI, Tableau, or similar).
Assets
- Experience supporting ministry business planning, annual reporting, and accountability processes within the Alberta Public Service.
- Knowledge of Government of Alberta performance measurement and reporting frameworks.
- Experience with outcomes measurement, logic models, and performance indicators.
- Knowledge of Alberta's education and childcare system, programs, and stakeholders.
- Experience working in a public sector, policy, planning, or corporate reporting environment.
- Experience with data governance, business intelligence, and dashboard development.
- Experience preparing strategic advice and briefing materials for senior leadership.

This is a permanent in-person position located in Edmonton, AB. This position works 36.25 hours per week, 8:15am – 4:30pm, Monday through Friday.
