The Economic Strategy and Investment Division

The division focuses on investment attraction, economic growth and job creation. The division leverages stakeholder intelligence, economic analysis and data to develop strategies and deliver initiatives that support job-creating investment in Alberta.

The Industry Competitiveness and Policy Unit develops policies, strategies and initiatives that support the growth of Alberta’s established and emerging industries. Its work helps strengthen Alberta’s competitiveness, attract investment, create jobs and diversify the provincial economy.

Role Responsibilities

Are you interested in developing policies that strengthen Alberta’s competitiveness, attract investment and support economic diversification? Join a collaborative team where your research, analytical and relationship-building skills will help shape strategies and initiatives that advance Alberta’s industrial economy.

Reporting to the Manager, Industry Policy, the Policy Analyst supports complex policy projects and provides evidence-based advice on industry competitiveness, economic development, investment attraction and supply-chain resiliency. The position conducts jurisdictional, market, economic and statistical research, coordinates engagement and translates complex information into clear recommendations for decision-makers.

Key responsibilities may include:

Conduct jurisdictional, market, economic and statistical research on emerging issues, industry trends, investment opportunities and leading practices.
Analyze complex information and assess policy and program options within Alberta’s economic, legislative and regulatory context.
Develop research reports, position papers, briefing materials, presentations and recommendations for senior decision-makers.
Support policy and program development related to industry competitiveness, economic diversification and investment attraction.
Contribute to initiatives that support Alberta’s competitiveness and encourage private-sector investment in key industries.
Coordinate information and input from internal subject-matter experts, other ministries and external stakeholders.
Build collaborative relationships with industry, research organizations, government partners and other interested parties.
Support Cabinet materials, requests for information, special projects and cross-ministry initiatives.
Coordinate elements of contracts and grants, including requests for proposals, document development, proposal evaluation and accountability reporting.
Help develop and monitor performance measures for industry-related initiatives and projects.

Qualifications

A University graduation in a related field; and 2 years of progressive related experience; or equivalent as described below.

Equivalency: Directly related education or experience considered on the basis of:

1 year of education for 1 year of experience; or

1 year of experience for 1 year of education.

Proven leadership experience managing and coaching technical or professional staff is required.

The ideal candidate will demonstrate:

Experience supporting strategic planning, policy development or program development.
Experience conducting policy, jurisdictional, market or economic research and analysis.
Experience preparing options analyses, reports, briefing materials and presentations.
Experience interpreting and synthesizing complex qualitative and quantitative information.
Experience coordinating projects and managing competing priorities within tight timelines.
Experience collaborating with diverse teams and building effective stakeholder relationships.
Knowledge of policy and program development frameworks.
Understanding of economic development, industry competitiveness, investment attraction or supply-chain issues.

Assets

Experience with policy or program assessment.
Experience planning or supporting stakeholder engagement.
Knowledge of legislation, regulations and policies affecting Alberta’s industrial economy.
Knowledge of public or non-profit programs supporting economic, industry or business development.
Experience supporting contracts, grants or requests for proposals.
Experience developing or monitoring program and project performance measures.

Minimum recruitment standards outline the minimum education and experience required for appointment to a job classification.

Notes

One temporary full-time position for one year, working 36.25 hours per week, Monday to Friday, working out of Edmonton.
