Role Responsibilities

Reporting to the Manager of Capital Systems and Coordination (CSC), the Project Assistant (PA) provides complex capital project, contract, financial and systems services to facilitate the activities of the Capital Infrastructure Development and Implementation (CIDI) Branch. The PA is vital to the success of CIDI and its accountabilities that underly capital project planning and delivery of the overall Crown Land Infrastructure Capital Program. This includes new capital development, major maintenance and life cycle maintenance projects that maintain, refurbish and replace all Crown Land infrastructure assets in Alberta Parks and Public Lands.

The position works closely with the CIDI Project Management & Delivery (PMD) and Infrastructure Planning & Coordination (IPC) teams and regularly liaises with Parks Finance, Corporate Finance, Corporate Procurement, project stakeholders in various divisions, as well as contractors, consultants, and others within GOA, when providing project, contract and financial administration services, resolving associated issues and responding to inquiries. The position also acts as support for the Manager and Executive Director to ensure various CIDI Branch initiatives are tracked and fulfilled.

Duties
Key Duties and Responsibilities

• Leads and coordinates capital project services to support delivery of projects that enhance Crown Land outdoor recreation assets and infrastructure in Parks and Public Lands from initiation to closeout.
• Provides complex financial services in support of capital projects, including project budget true-up, expenditure actuals tracking, fiscal accruals and Asset Into Service (AIS), off-line and on-line work in 1GX.
• Provides advice and continuous improvement for preparation and development of contracts to ensure compliance with various policies, procedures and legislation, as well as within the established Capital Program processes.
• Provides procurement and contract services to support delivery of capital projects and management of each team's project portfolio.
• Lead, coordinate, administer and is responsible for a portfolio of capital systems, programs and associated tools.
• Liaises daily with the project team, coordinate work with Manager and various other programs, as well as marshal approvals though finance, procurement, contractors, consultants, Ministry representatives and many other project stakeholders.
• Ensures effective records and information management practices are maintained within the branch, as per protocol and process.
• Provides guidance and oversight to the CSC team and CIDI staff on processes, policies, and procedures as a subject matter expert.
• Assists in general office or branch administration duties for various offices as needed, such as supporting IT/software requests, training packages, process invoices, and oversee expenditure reconciliation.

Qualifications

High school diploma and three years of related experience (administrative/financial experience).

Related experience or education may be considered as an equivalency on a one for one basis.

Required:
• Strong understanding of capital project delivery process, capital infrastructure planning and project management.
• Proven ability to manage competing priorities, shifting deadlines, and high‑volume information flow in a fast‑paced environment.
• Strong verbal and written communication skills to convey information to others about procedures, processes, manage time and priorities and build and maintain relationships with others to ensure successful day-to-day operations.
• Demonstrated ability to analyze information from multiple sources and provide clear recommendations.
• Proven leadership or experience in working through others to coordinate sequential and parallel work, providing guidance, and supporting others.

Assets:

Five years of related experience is strongly preferred.
Completion of business administration, accounting or financial courses.
Project management fundamentals courses or experience.
Experience working on capital program through planning to delivery and design to construction.
Experience in working in a complex, fast paced capital program organization, preferably with a public owner.
Experience supporting parks or, recreation management programs, assets and infrastructure management, tourism, conservation, or a related field.
Experience with accounting, budgeting, and forecasting.
Technology and software savviness, including Microsoft suite of tools, particularly advanced use of Excel and Word, as well as Teams, OneNote, and SharePoint Online.
Proficiency in design and manipulation of spreadsheet and database information.
Experience using Government of Alberta’s 1GX system.
Ability to work independently without direct supervision, with initiative to remain productive and task oriented.
A diploma or degree is preferred, in business administration or other relevant disciplines, such as finance, outdoor recreation, construction, engineering.

This position works Monday to Friday, 8:15 AM-4:30 PM, 36.25 hours a week.
