Role Responsibilities

Reporting to the Manager, Agency Governance, the Senior Governance Analyst plays a key role in supporting effective governance, accountability, and oversight of Alberta's public agencies, boards, and commissions (ABCs). The position provides strategic advice and expertise on agency governance, legislative compliance, board appointments, and recruitment processes to support informed decision-making across the ministry.

The Senior Governance Analyst provides lead support compliance activities for both Primary and Preventative Health Services and Hospital and Surgical Health Services Ministries. The incumbent is responsible for more than 50 legislated ABCs, ensuring compliance with applicable legislation, government policies, and established processes. The position provides expert guidance on governance matters, develops briefing and Cabinet materials, oversees complex recruitment and appointment processes, and supports initiatives that strengthen board governance and public accountability. The Analyst also supports the recruitment and appointment process for agencies, boards, and councils. The role requires strong political acumen, attention to detail, and the ability to manage multiple priorities in a dynamic and high-profile environment.

Primary responsibilities include:

Providing expert advice and guidance on agency governance, legislative compliance, and accountability requirements for Alberta's ABCs.
Monitoring governance practices and identifying issues, risks, and opportunities to strengthen agency oversight and compliance.
Leading and coordinating recruitment and appointment processes for board members, ensuring adherence to legislative, policy, and procedural requirements.
Preparing and reviewing briefing materials, Cabinet packages, Ministerial Orders, Recommendations for Order in Council, and related documentation.
Supporting strategic planning, policy development, and governance improvement initiatives through research, analysis, and jurisdictional scanning.
Preparing responses to Action Requests and information requests and providing operational support to advance branch priorities and deliverables.

Assigned projects shift on a regular basis to ensure governance activities meet the department’s legislated priorities, requiring constant assessment of options/approaches being recommended.

Creative Problem Solving: Engages the community and resources at hand to address issues. The incumbent consults with staff across the department and within the Public Service Commission to ensure issues are resolved and priority items move forward.

Develop Networks: Makes working with a wide range of parties an imperative. The analyst works with program areas to ensure information is accurate.

Qualifications

Minimum Recruitment Standards

University graduation in Public Administration, Political Science, Social Science, or Business Administration (or a related field) plus 4 years progressively responsible related experience; or equivalent as described below.
- Equivalency: Directly related education or experience considered on the basis of:
  - 1 year of education for 1 year of experience; or
  - 1 year of experience for 1 year of education.

The following will be considered assets:

Familiarity with related governance legislation such as the Government Organization Act, Alberta Public Agencies Governance Act, Conflicts of Interest Act, ATIA, and Interpretation Act.
Knowledge of public agency compensation guidelines and practices in Alberta
Familiarity with ARTS processes
Experience working with analyzing data and preparing reports to provide technical advice in regards to legislation and developing policy in a Governmental capacity

This position requires full-time attendance in downtown Edmonton.

Hours of Work: Monday to Friday, 36.25 hours per week.
