Graham’s Development division is a growing, entrepreneurial, development and investment entity within Graham Group (Graham).
Established in 1926, Graham has grown to become one of the largest construction companies in North America. Building on a century of excellence, Graham is delivering solutions to build tomorrow. With over $4.7 billion in annual revenue, 3000+ full-time employees, and 500+ active projects, Graham continues to grow in reach, scale, and complexity. Graham has been proudly employee-owned since 1985, which reflects the culture and values at the heart of the company.
Leveraging Graham’s legacy, the Development division brings together strategic partnerships, innovative financing, and disciplined execution to deliver complex developments that strengthen public infrastructure, support economic growth, and create enduring communities. Its current portfolio is broad and diverse, encompassing municipal water and wastewater plants, long-term care facilities, public-private partnerships, medical office buildings, and large-scale residential and mixed-use developments. Growth has been driven by deepening Graham's presence in core markets and using long-standing client and industry relationships to create a competitive edge.
Today, the Development group has offices in five of Graham’s 29 operating locations (Vancouver, Calgary, Edmonton, Toronto, and Seattle). Looking ahead, further expansion across Canada and the U.S. will play an important role in Graham's next phase of growth.

With a particular focus on civil and social infrastructure, the Vice President will shape and execute the organization’s infrastructure growth strategy, cultivate strategic partnerships, oversee complex concession and alternative-delivery pursuits, and advance opportunities through commercial and financial close. Working closely with capital markets, construction, operations, commercial management, legal, and executive leadership, this individual will play a central role in strengthening market position and creating long-term shareholder value.
The ideal candidate is an accomplished infrastructure development executive with extensive experience in public procurement, concessions, project finance, public-private partnerships (P3s), and other alternative-delivery models. Based in Toronto, Ontario, this is a compelling opportunity to define and lead the next phase of infrastructure growth for an established developer backed by one of North America’s longstanding construction organizations. The successful candidate will have the platform to originate significant opportunities, build trusted relationships across the Canadian infrastructure market, and develop the organizational capability required to pursue complex, high-value projects with discipline and confidence.
