Halifax Regional Municipality is inviting applications for 1 (one) permanent full-time position of Supervisor, Regional Compliance in the Community Standards & Compliance division of Community Safety.

As a member of the Community Standards & Compliance Team, reporting to the Manager, By-law Standards, the Supervisor Regional Compliance is responsible for the leadership, management and day-to-day operation of the enforcement section of By-law Standards. The Supervisor is responsible for the design, development and implementation of effective and efficient business practices to address the service demands of the municipality and for effective and responsive investigations into alleged violations of HRM By-laws, Halifax Regional Municipality Charter Part XV Dangerous of Unsightly Premises, Parks By-law, and provincial legislation.

The Supervisor is also responsible for community safety issues with respect to derelict buildings, demolished structures, allurements, animal complaints and open access to the public issues. Day-to-day operations include community standard issues such as curbside solid waste and snow and ice, derelict vehicles, temporary signs, capturing and transporting animals, taxi and limousines, noise, landscaping and exterior maintenance of building and licensing issues respecting, vending, animals, sidewalk cafe's, etc.

The Supervisor also provides support and works in collaboration with other business units to address HRM investigations on municipal lands i.e. parks, sportsfields and encroachments issues. The Supervisor provides support through a responsive enforcement approach and subject matter expertise.

DUTIES AND RESPONSIBILITIES

Resolves service delivery issues on a day-to-day basis.
Responsible for the day to day operations of a 7 day/week enforcement program and required to schedule and maintain minimum staffing levels to address service demands.
Responsible for and oversees the animal services shelter contract sheltering all animals and responds to afterhours animal calls throughout HRM.
Responsible for monitoring compliance with Occupational Health and Safety and other work place safety requirements.
Responsible for maintaining and reporting on monthly stats and performance outcomes.
Conducts case file reviews to address accuracy, efficiency and effectiveness.
Serves as Administrator for HRM regarding Orders to Remedy respecting Halifax Regional Charter Part XV, Dangerous or Unsightly Premises.
Represents HRM as a witness in prosecution proceedings.
Provides training and direction to COIIs and COI’s in administering regulations and providing information and guidance to the public and other staff groups.
Establishes and maintains positive and effective relationships with the public, industry clients, other municipal and provincial staff and Council, in an effort to support departmental goals and objectives.
Responds to written correspondence (queries and complaints) from the public regarding service delivery.
Provides feedback to team members regarding their performance.
Provides input into short and long term business plans for the BU.
Leads through integrity, credibility and by example.
Supervises full time staff within division, including recruitment and retention, staff training and development, attendance tracking, and performance feedback.
Provides leadership in the development and maintenance of a positive working environment and acceptable staff morale.
Develops staff through delegation, coaching, mentoring and training by arranging formal training, work assignments and other experiences.
Responsible for implementing and complying with HRM Corporate Occupational Health & Safety policies, Business Unit (BU) specific safety policies, the NS Occupational Health & Safety Act and the safety regulations applicable to the work activity.

QUALIFICATIONS:

Education & Experience

Undergraduate degree in business administration or a related discipline.
Minimum three (3) years supervisory experience.
Minimum three (3) years working with database software.
Experience working with municipal government and legislation considered an asset.
Experience working with Occupational Health and Safety standards and implementing safe work practices considered an asset.
Certification for ICS 100 and 200 considered an asset.

Knowledge of quality front-line customer service principles and safety standards
An equivalent combination of education and experience may be considered. Applicants relying on education and experience equivalencies must clearly demonstrate such equivalencies in their application
Graduation from HRM’s Aspiring Leader’s Program is considered an asset, and completion of the program is equivalent to one year of leadership experience
