Position: Learning, Culture, & Leadership Manager

Reports to: VP, People, Culture & Safety

Who We Are

Founded in 1982 with two small seaplanes, Harbour Air is North America’s largest seaplane airline. What started as a service for BC’s forestry industry has grown into a quintessential West Coast experience - a fleet of more than 40 aircraft, up to 200 scheduled flights a day, scenic tours, adventure packages, private flights, and aircraft maintenance. Harbour Air is owned by Birch Hill Equity Partners.

On September 15, 2026, Harbour Air announced an agreement to acquire Pacific Coastal Airlines, forming a new regional airline group serving communities across Western Canada; the deal is subject to regulatory approval.

About The Role

We are looking for a Manager, Culture, Learning & Leadership to help shape how we develop our people and leaders and continue building the culture we want at Harbour Air.

This role brings together leadership development, learning, culture and employee experience. It will play an important role in helping leaders lead well, building capability across the organization and translating our values and purpose into how we work every day.

As Harbour Air continues to evolve, this role will also have an important part to play in supporting culture and leadership through change.

Key Responsibilities

  • Develop and deliver Harbour Air's leadership development strategy and programs.
  • Lead learning and development initiatives that build the capabilities we need today and in the future.
  • Develop and support leadership programs for emerging, new and experienced leaders.
  • Partner with leaders to identify capability gaps and translate business needs into practical learning solutions.
  • Lead culture initiatives that strengthen connection, accountability, collaboration and employee experience.
  • Help embed Harbour Air's Mission, Vision and Purpose and values into leadership practices, people programs and the employee experience.
  • Support employee listening and translate insights into meaningful actions.
  • Develop and maintain learning frameworks, resources and tools for leaders and employees.
  • Oversee learning partnerships, vendors, budgets and the Learning Management System as appropriate.
  • Measure the effectiveness and impact of leadership and learning programs.
  • Partner with the broader People, Culture & Safety team on organizational change and integration initiatives.
  • Bring fresh thinking and practical ideas to how we develop people and leaders at Harbour Air.

What You Bring

  • Progressive experience in learning, leadership development, organizational development, culture or a related field.
  • Experience designing and delivering leadership development programs.
  • Strong facilitation, communication and relationship-building skills.
  • A practical understanding of what makes leadership effective in an operational environment.
  • Strong project management and program delivery skills.
  • The ability to connect culture and people initiatives to business outcomes.
  • A curious, collaborative and creative approach.
  • Experience supporting organizational transformation or integration would be an asset.

About Harbour Air Group

We have regularly been honored as the recipient of numerous awards including BC’s Top 55 Employers, and Canada’s Most Admired Corporate Cultures.
