Carlington Community Health Centre (CCHC) is a non-profit organization dedicated to improving, supporting and promoting the health and well-being of the people and diverse communities we serve. We provide a wide range of health and social services to children, youth, adults, families and seniors through an integrated, interdisciplinary and client-centred approach.

Carlington Community Health Centre is seeking its Manager of Clinical Operations and Program Services. Permanent, Full-Time position.

The Manager of Clinical Operations and Program Services provides leadership, supervision and coordination for the day-to-day operations of CCHC’s clinical and support services. The Manager directly supervises members of the nursing, counselling, crisis intake and clinical aide teams and supports the effective delivery of high-quality, client-centred services.

Working collaboratively with the Program Director and the Health and Support Services Team, the Manager contributes to program development, implementation, monitoring, evaluation and continuous quality improvement. As a member of the Management Team, the Manager also supports organizational planning, operational effectiveness and compliance with professional, legislative and funder requirements.

Key Responsibilities

Clinical and Program Operations

Manage the daily operations of primary care, counselling and crisis intake services.
Ensure that administrative and operational systems support the effective delivery of clinical and social services.
Oversee infection prevention and control practices in accordance with Public Health Ontario’s Infection Prevention and Control standards.
Support compliance with the Personal Health Information Protection Act and organizational privacy and confidentiality requirements.
Oversee chart-audit processes and review findings with the Program Director.
Monitor program performance, service metrics, benchmarks, data collection and reporting requirements.
Oversee risk management and quality improvement activities, including responses to client concerns and complaints.
Manage program budgets and oversee the purchasing of clinical supplies and equipment.
Support efficient clinical workflows, wait-list management and the achievement of client panel-size objectives.

People Leadership and Human Resources

Provide direction, coaching, mentorship and support to nursing, counselling, crisis intake and clinical aide staff.
Manage employee performance through ongoing feedback, formal evaluations and staff-development initiatives.
Promote effective teamwork and facilitate conflict-resolution processes when required.
Address performance and quality-of-care concerns in consultation with the Program Director.
Lead recruitment and selection processes and maintain an appropriate roster of relief personnel, as required.
Oversee the orientation and integration of new employees, students, volunteers and staff from seconded programs.
Coordinate staff schedules to ensure appropriate service coverage.
Provide HR and payroll with required staffing information, including changes to employment status, salary, hours or contracts.
Interpret applicable policies, procedures, professional standards and medical directives for team members.

Program Development and Quality Improvement

Support the development, implementation, monitoring and evaluation of programs that respond to organizational, funder and community needs.
Lead and participate in quality improvement, project management and change-management initiatives.
Ensure that team policies, procedures, medical directives and workflows remain current and accurate.
Contribute to accreditation, accountability and funder-reporting requirements.
Participate in strategic planning and monitor progress against program workplans.
Prepare funding and grant proposals and complete reports for funders, as required.
Remain informed about emerging community needs, healthcare-system developments and integration initiatives involving Ontario Health Teams.
Provide coverage for the Program Director when required.

Collaboration and Community Engagement

Chair and participate in team meetings, staff meetings, management committees and organizational activities.
Maintain effective communication within and across interdisciplinary teams.
Build and maintain relationships with community agencies, funders, academic institutions and other partners.
Coordinate student practicum opportunities and support the maintenance of affiliation agreements.
Represent CCHC in local and provincial networks and partnerships, as delegated.
Promote awareness of relevant programs, services and community issues in collaboration with the Communications Coordinator.

Education And Experience

Bachelor’s degree in nursing is required; a master’s degree is preferred.
Further education in business or health administration is considered an asset.
Minimum of five years of full-time managerial experience, preferably in a community setting.
At least five years of full-time experience managing or coordinating operations within a multidisciplinary team in a health-related field.
Experience in program development, implementation, monitoring and evaluation.
Experience working in a non-profit, community-based organization.
Experience preparing successful funding or grant proposals.
Experience liaising with funders, community partners and organizational leaders.
Knowledge of adult-learning principles and experience facilitating groups and meetings.

Knowledge and Competencies

Strong knowledge of general management principles, including financial and human resources management.
Sound understanding of efficient medical-clinic operations.
Knowledge of Public Health Ontario’s Infection Prevention and Control standards.
Knowledge of applicable multidisciplinary professional standards and regulatory bodies.
Understanding of health-promotion principles, the determinants of health and community-based healthcare.
Knowledge of Ontario Health Teams, healthcare integration planning and relevant community resources.
Demonstrated ability to lead projects, organizational change and continuous quality improvement initiatives.
Strong critical-thinking, problem-solving, planning, decision-making and organizational skills.
Excellent leadership, interpersonal and verbal and written communication skills.
Demonstrated ability to lead and collaborate within a multicultural and multidisciplinary environment.
Commitment to teamwork and client-centred service delivery.
Proficiency with Microsoft Office, electronic medical records, client databases and other relevant technology.

Language Requirements

English proficiency is required.
French language proficiency is preferred.
Proficiency in a third language relevant to the communities served by CCHC is considered an asset.

Additional Requirements

Availability to work regularly scheduled evenings and occasional weekends.
Ability to work at CCHC sites and other community locations, as required.
Commitment to maintaining any professional registration or licence required for the position.
