Department Overview

The Global Technology team provides the governance and coordination required to deliver HS Financial Technologies’ strategic technology priorities across Product, Engineering, Infrastructure, Cloud, Information Security, Application Support, Data, Finance, Risk, Compliance, and business functions.

The team leads technology intake, portfolio analysis and prioritization support, program planning, dependency management, delivery governance, and executive reporting across cloud and infrastructure modernization, cybersecurity, operational resilience, data, automation, artificial intelligence, enterprise platforms, and technical debt reduction.

Role Overview

The Director, IT Program and Project Management will lead the planning, governance, and delivery of complex, cross-functional initiatives across the Global Technology organization. The role will translate strategic priorities into clearly defined programs, roadmaps, and delivery plans, maintain an integrated view of the Technology portfolio, support informed prioritization and sequencing decisions, and establish clear ownership and accountability for outcomes.

This is an active leadership role rather than a traditional administrative PMO position. The Director will shape initiatives, strengthen delivery plans, identify emerging risks, resolve cross-team barriers, and provide senior leadership with concise, decision-ready information.

The successful candidate will be comfortable moving between strategy and execution, creating structure in complex environments, and building alignment among teams with different priorities and perspectives.

Key Responsibilities

Technology Program Leadership

  • Lead complex, cross-functional technology programs from initiation through implementation, stabilization, and transition into sustainable operational ownership.
  • Establish clear objectives, scope, outcomes, milestones, governance, decision rights, ownership, and measures of success.
  • Translate strategic priorities into practical delivery plans, coordinating technology teams, business stakeholders, vendors, and geographically distributed contributors.
  • Partner with technical specialists to address architecture, delivery constraints, risks, testing, release, cutover, rollback, and operational readiness.

Portfolio Planning and Delivery Governance

  • Lead Technology portfolio intake, planning, and delivery governance, giving senior leadership the analysis and recommendations needed to prioritize and sequence initiatives.
  • Maintain an integrated portfolio view covering strategic alignment, outcomes, ownership, milestones, capacity, cost, risk, dependencies, and delivery status.
  • Establish proportionate standards for initiative definition, business justification, technical assessment, planning, approval, delivery, change control, and closure.
  • Identify cross-team dependencies, capacity constraints, delivery conflicts, and emerging risks, working with accountable leaders to resolve or escalate them.
  • Coordinate cross-functional risk, resilience, audit, and assurance activities where program leadership is required, including disaster-recovery testing, infrastructure migrations, remediation tracking, and lessons learned.
  • Ensure leadership decisions are reflected in roadmaps, delivery plans, Jira, executive reporting, and accountable follow-through.

Executive Reporting and Decision Support

  • Provide the CIO/CTO and Technology leadership with concise, evidence-based reporting on portfolio status, milestones, delivery confidence, risks, dependencies, capacity, expected outcomes, and required decisions.
  • Translate complex technical, operational, financial, and delivery information into clear business language, highlighting material concerns, trade-offs, recommendations, and escalation paths.
  • Establish consistent reporting standards so that progress and delivery confidence can be assessed reliably across the portfolio.
  • Incorporate budget, resource, vendor, licensing, and commercial considerations into business cases, program plans, portfolio reporting, and decision support.
  • Partner with Finance, Procurement, Vendor Management, Cloud Governance, and Technology leaders on cost-benefit analysis, resource estimates, financial impacts, and cross-functional technology investments.

Team Leadership

  • Lead and develop Global Technology program and project management professionals, establishing clear roles, objectives, decision boundaries, and development opportunities.
  • Allocate program management resources according to organizational priorities and initiative complexity, supported by effective review, reporting, and escalation practices.
  • Build a scalable program management capability that combines consistent governance with practical, outcome-focused delivery.
  • Support recruitment, onboarding, succession planning, cross-training, and knowledge transfer, while fostering accountability, constructive challenge, and diverse perspectives.

Required Qualifications

We recognize that relevant capabilities can be developed through different career paths, including technology delivery, consulting, operations, engineering, project leadership, and portfolio management.

  • Significant experience leading complex, cross-functional technology programs involving multiple teams, senior stakeholders, vendors, and geographic locations.
  • Experience translating strategic priorities into clearly defined programs, integrated plans, roadmaps, milestones, and measurable outcomes.
  • Experience managing technology portfolio-governance processes, including project intake, initiative assessment, resource-capacity analysis, roadmap planning, prioritization recommendations, and executive decision support.
  • Experience managing complex dependencies, delivery risks, resource constraints, budgets, commercial considerations, and changes to scope or schedule.
  • Ability to maintain an integrated view of multiple initiatives and assess delivery progress using evidence, outcomes, milestones, risks, and delivery data.
  • Broad understanding of enterprise technology environments and the ability to work effectively with engineers, architects, security specialists, operational teams, business stakeholders, and other subject-matter experts.
  • Experience providing senior leaders with concise, decision-ready information and translating complex technical matters into clear business language.
  • Experience establishing practical governance, reporting, documentation, and delivery controls appropriate to the scale and risk of an initiative.
  • Experience leading, supporting, or developing project and program management professionals.
  • Experience with Jira or a comparable enterprise work-management platform and familiarity with Agile, Waterfall, Kanban, or hybrid delivery approaches.
  • Candidates do not need direct experience in every Technology domain listed.

The ability to learn, ask informed questions, engage specialists, and apply sound delivery judgment is more important than experience in every area.

Preferred Experience

  • Experience delivering cloud, infrastructure, cybersecurity, enterprise platform, data, automation, artificial intelligence, or technical debt reduction initiatives.
  • Experience in financial services or another regulated environment with established risk, audit, compliance, and evidence-retention requirements.
  • Experience coordinating disaster recovery, operational resilience, major infrastructure migrations, or other operational-readiness programs.
  • Experience supporting Technology budgeting, business cases, vendor governance, licensing, financial planning, or cloud cost initiatives.
  • Experience leading global or geographically distributed programs and improving a technology program management or portfolio governance capability.
  • Familiarity with Power BI, Jira Advanced Roadmaps, Microsoft Project, or comparable portfolio-planning and management-reporting tools.
  • A bachelor’s degree in a relevant discipline or equivalent professional experience, vocational education, military experience, industry training, or other relevant learning.
  • Relevant project, program, portfolio, cloud, security, platform, IT service-management, or FinOps certifications, or equivalent practical experience.
