Position Purpose:
The Capital Projects Cost Control Manager leads and is accountable for Cost Control activities and deliverables across an assigned portfolio of capital projects. The Manager performs day-to-day project-level Cost Control functions directly on projects where dedicated Cost Control resources are not assigned and provides functional oversight of Specialists and consultants supporting delivery on others, while remaining accountable for the quality and completeness of Cost Control deliverables. As part of IO’s broader Cost Management function, the role works collaboratively with project teams and other Cost Management disciplines to provide integrated cost oversight across the project lifecycle, support consistent application of IO’s Cost Management framework and contribute to the continued evolution of Cost Management practices.
What You Will Do:
- Lead and be accountable for Cost Control activities and deliverables across assigned capital projects, performing the work directly on some projects and overseeing Specialists and consultants supporting delivery on others.
- Direct and review the work of Cost Control Specialists/ consultants, providing guidance, resolving issues and coordinating with stakeholders to obtain and validate the information required for Cost Control deliverables.
- Guide project delivery teams in the identification and appropriate cost treatment of risks, issues, claims and changes through the change management process, considering the applicable project delivery model and contractual framework.
- Facilitate the change control process throughout the project lifecycle, including the identification, assessment, tracking and reporting of approved and potential changes and their impact on project forecasts and contingency.
- Develop and maintain project Estimates at Completion (EAC) monthly across assigned projects, coordinating and challenging project team inputs and assessing the cost impact of changes, issues, claims and other known or potential cost impacts in accordance with the applicable project delivery model and contractual framework, to ensure they are appropriately reflected in the forecast.
- Ensure the quality and consistency of Cost Control deliverables across assigned projects and work with project teams to identify opportunities to improve the accuracy, completeness and reliability of EAC forecasts and other Cost Control outputs.
- Deliver Cost Control training and guidance on IO’s Cost Management framework, processes and requirements, including the relationship between Cost Control, change control and contingency management.
- Develop and implement Cost Control and Change Management Plans and contribute to the development and continuous improvement of Cost Management procedures, guidelines, standards and tools.
- Implement and oversee the application of IO’s Cost Management framework, processes and requirements across assigned projects, including work delivered by consultants, ensuring consistent application while adapting to project stage, delivery model and project-specific requirements.
- Develop and analyze Cost Control metrics and reporting related to project cost performance, EAC, changes, contingency utilization and other key Cost Control indicators to identify trends and support project and portfolio decision-making.
- Support the project contingency management process, including assessing and tracking contingency utilization, supporting contingency drawdowns and associated budget transfers, and ensuring approved movements are appropriately reflected in Cost Control reporting.
- Work collaboratively with rest of Cost Management disciplines to provide integrated oversight across the project lifecycle, ensuring appropriate alignment and continuity between project budgets, estimates, Cost Control information and forecasts as projects progress through each stage.
- Collaborate with Finance, Budgeting and other stakeholders to align project Cost Control information and reporting with financial, budgeting and organizational requirements.
- Use IO’s Project Management Information System (PMIS) and other Cost Management tools to maintain Cost Control information and reporting, and contribute to enhancements to cost-related functionality, tools and business processes.
Who You Are:
- Significant experience in Cost Control and Cost Management within major capital project environments, including hands-on responsibility for project cost reporting, forecasting, EAC, change control and contingency management.
- Experience applying Cost Control principles and frameworks across different project stages and delivery models, with the ability to adapt Cost Control practices to project-specific and contractual requirements.
- Experience leading Cost Control deliverables and providing functional direction and oversight to consultants or other Cost Control resources, while remaining accountable for the quality and completeness of the outputs.
- Strong understanding of the relationship between project risks, issues, claims, changes, contingency and EAC, and experience assessing their potential cost impacts within the applicable delivery model and contractual framework.
- Experience collaborating with project delivery teams and other Cost Management disciplines to integrate budgets, estimates, forecasts and Cost Control information across the project lifecycle.
- Experience developing, implementing and improving Cost Management processes, standards, tools and practices, with a demonstrated ability to support continuous improvement and evolution of the Cost Management function.
- Strong stakeholder management and communication skills, with demonstrated ability to challenge assumptions, resolve issues, influence outcomes and promote consistent Cost Control practices across internal and external stakeholders.
- Experience working in engineering, construction or major capital project environments.
- Proficiency in Microsoft Excel and experience with project management information systems (PMIS) and cost management/reporting tools; Power BI experience is an asset.
- General knowledge of broader Project Controls disciplines, including estimating, scheduling, risk management and progress measurement, is an asset.
- AACE Certified Cost Professional (CCP), PMP or other relevant professional certification is an asset.
- Strong analytical and problem-solving skills, sound judgment and a proactive approach to identifying and addressing Cost Control issues.

We offer a competitive salary range of $127,100 to $145,200 (PM3 level), pay will align with skills, knowledge and experience of the candidate.
