The Opportunity

The Utilities Operations Supervisor - Water is responsible for the leadership, supervision, and operational oversight of operations of InnServices’ water treatment and distribution systems to ensure the safe, reliable, efficient, and compliant delivery of drinking water services. The role provides direction to operational staff, oversees maintenance programs, operational projects, contractor performance, asset management activities, and budget administration, while promoting a strong culture of health and safety, customer service, regulatory compliance, and continuous improvement. This role also assumes Overall Responsible Operator (ORO) accountabilities for water treatment and distribution systems on a rotational basis and provides leadership during emergency response situations.

Responsibilities include, but are not limited to:

Ensure compliance with all InnServices policies, procedures and applicable legislation and regulations when executing projects and tasks including maintenance activities and assigned operational capital projects.
Provide leadership, direction and supervision to operational staff by assigning work, setting performance expectations, coaching and mentoring employees, conducting performance reviews, supporting training and development, administering collective agreement provisions, fostering employee engagement and ensuring work is completed safely, efficiently and in accordance with established standards.
Act as the Overall Responsible Operator (ORO) for the water system on a rotational basis, ensuring compliance with all applicable legislation, regulations, approvals, and operational requirements. Respond promptly and effectively to operational incidents and emergencies, including attending the site when required.
Prepare, implement, and monitor adherence to all maintenance related plans and schedules and prepare reports on maintenance activities. Identify trends and make applicable adjustments to optimize preventative and predictive maintenance programs and processes.
Coordinate with maintenance staff, contractors and other InnServices and Town of Innisfil departments on maintenance activities and operational capital
When required, prepares, completes, records, processes and/or enters data for time sheets, attendance reports, overtime reports, vacation schedules, work orders,
Develop, administer, and monitor assigned operating and capital budgets, ensuring expenditures are controlled and aligned with approved funding. Prepare cost estimates, business cases, procurement documentation, purchase orders, and invoice approvals as required.
Assist with identifying and implementing operational capital projects that ensure InnServices’ water distribution systems and/or treatment processes are operationally sound and compliant.
Lead and/or support condition assessments of water infrastructure assets, analyze asset performance and lifecycle data, develop recommendations for repair, rehabilitation, or replacement, and collaborate with the Asset and Infrastructure Lead to maintain accurate asset information and support long-term capital planning.
Pursue continuous improvement initiatives and explore\recommend the use of innovative technologies that would serve to improve operations.
Develop and maintain effective and co-operative communication and develop good working relationships with other staff members, municipalities, government agencies, organizations, and members of the public. Address others in a courteous, friendly, and efficient manner to promote a high standard of public relations at all
Updates case tracking systems and provides detailed response to customers through various means of communication including in person meetings, email, and telephone
Assist with ensuring all related work orders are completed correctly while meeting the demands of our customers and regulatory requirements. Follows-up on outstanding work orders and investigates and resolves escalated work
Receives, investigates and facilitates appropriate action on inquiries, complaints and issues pertaining to InnServices from both internal and external sources to ensure a satisfactory resolution, in a professional and courteous manner. Follows through until resolved by trouble shooting issues, researching, and finding solutions, or contacting the appropriate parties to find the resolution and address
As necessary, assist with preparing reports and recommendations. Attend meetings and community events, as required. Make presentations and provide advice on operations related issues, strategies, emerging threats, new technologies and changes to
Collaborate with the Engineering Team as requested to review engineering drawings for new and existing installations and make recommendations including identifying operational requirements and logistics and assessing the impacts or troubleshoot integration
Attend site meetings with engineering team and other parties while commissioning new water projects and any other water distribution projects.
Recommend changes, as required, to policies, processes, or documents to keep the department current and ensure its efficiency and Assist in updating Operations and Maintenance, Construction Standards, and Service Manuals.
Assist with maintaining an adequate inventory of materials and equipment to meet the needs of the department. Determines what supplies or equipment are needed and as requested assists in the preparation of tender specifications/requests for
Assist with ensuring InnServices’ vehicles, equipment and tools are properly maintained and inspected.
Manage and monitor contractor performance, ensuring contracted work is completed safely, on schedule, within budget, and in accordance with contract specifications, company standards, and applicable legislation.
Develop, implement, maintain, and continuously improve Standard Operating Procedures (SOPs), ensuring employees are trained on new or revised procedures and compliance is routinely monitored.
Promote a strong health and safety culture through active leadership, workplace inspections, hazard identification, incident investigations, corrective action implementation, and compliance with all occupational health and safety requirements.
Perform other duties as assigned in accordance with corporate objectives.

Qualifications & Core Capabilities:

Minimum of five (5) to seven (7) years’ experience in utilities services water treatment and distribution infrastructure environment, with a minimum of one (1) year of supervisory experience, preferably in a unionized environment.
Post-secondary education in Environmental or Civil Engineering, Water or Environmental Studies or related field; possesses and/or is eligible for a professional designation (i.e. CET, C.Tech. or related).
Must possess and maintain valid Class III Treatment Water Operator Certification and valid Class IV Distribution and Supply Water Operator Certification in accordance with applicable M.E.C.P. requirements, legislation, and regulations.
Demonstrated leadership and supervisory experience in a unionized environment, including the ability to effectively motivate, coach, mentor, and develop employees. Proven ability to plan, prioritize, assign, and evaluate work while fostering a positive, engaged, and high-performing team environment.
Working knowledge of municipal utility operations, corporate policies and procedures, procurement processes, contract administration, and applicable legislative and regulatory requirements.
Strong analytical, problem-solving, project management, organizational, and decision-making skills. Ability to evaluate complex operational information, identify trends, assess risks, and implement effective solutions to support operational performance, asset reliability, and continuous improvement.
Valid Ontario Class “G” Driver’s License in good standing and the ability to provide a reliable vehicle for corporate business, as required.
