Insight Global is seeking an experienced Instrumentation & Controls (I&C) Engineer to support a major Carbon Capture capital project at a large refinery operation in Regina, Saskatchewan.
Reporting to the Lead I&C Engineer, this individual will act as part of the owner's engineering team, providing technical oversight of engineering, design, automation, and instrumentation deliverables developed by EPC contractors. The successful candidate will ensure all instrumentation and control system designs comply with applicable Canadian and North American engineering codes, refinery standards, industry best practices, and project requirements.
This role will support the project through all phases of execution, including conceptual engineering, Pre-FEED, FEED, detailed design, construction, commissioning, and startup. The engineer will serve as a key interface between the owner, EPC contractors, operations, maintenance, and project stakeholders, ensuring technical quality, regulatory compliance, and successful project delivery.
This position is ideal for an engineer with strong operational and project experience in heavy industrial facilities such as refining, petrochemical, fertilizer, chemical processing, or oil & gas operations.
This is an initial 6 month contract with a strong possibility of converting to full time. This is an on site opportunity, 5 days per week.
Key Responsibilities
- Provide owner's engineering oversight for all instrumentation, controls, and automation deliverables.
- Review and approve EPC contractor engineering packages, ensuring alignment with project specifications, engineering standards, and regulatory requirements.
- Ensure compliance with applicable Canadian, provincial, API, ASME, ANSI, ISA, and industry-specific codes and standards.
- Review and provide technical direction on:
- Instrument datasheets
- Instrument indexes
- Control narratives
- Cause & effect matrices
- P&IDs
- Control system architecture drawings
- Loop drawings
- Instrument installation details
- Verify instrumentation selections and specifications for field devices and control systems.
- Support the design, integration, and implementation of Distributed Control Systems (DCS), Safety Instrumented Systems (SIS), and plant automation platforms.
- Review control strategies, logic diagrams, and automation philosophies.
- Ensure communication networks and protocols are incorporated appropriately into project designs.
- Support all project phases from conceptual engineering through commissioning and startup.
- Participate in design reviews, constructability reviews, HAZOPs, technical workshops, and risk assessments.
- Review engineering deliverables, schedules, and cost estimates related to instrumentation and controls scope.
- Support procurement activities, vendor evaluations, and technical bid reviews.
- Support field execution activities and provide technical guidance during construction.
- Participate in Factory Acceptance Testing (FAT) and Site Acceptance Testing (SAT).
- Conduct field investigations and resolve instrumentation and control system issues.
Required Qualifications
- Bachelor's degree in Engineering.
- Professional Engineer (P.Eng.) designation preferred; equivalent registration or strong credentials may be considered.
- Minimum 10+ years of Instrumentation & Controls engineering experience in heavy industrial environments.
- Strong experience supporting operating facilities and large-scale capital projects.

Preferred Experience
- Refining, petrochemical, fertilizer, oil & gas, chemical processing, or mining operations.
- Owner's Engineer, Owner's Representative, or owner/operator experience.
- Carbon Capture, CCS, or other major energy transition projects
