Job Description

We are seeking an experienced OSP Manager to lead large-scale Fiber-to-the-Home (FTTH) and Outside Plant (OSP) telecommunications projects from initial bid through final construction and closeout.

This individual will have full ownership of assigned projects, managing the complete lifecycle including estimating, bid review, design coordination, permitting, utility coordination, construction execution, subcontractor management, financial performance, quality, client communication, and project closeout.

The ideal candidate has a strong understanding of fiber infrastructure and outside plant construction and is comfortable managing multiple projects, crews, subcontractors, municipalities, and customer requirements simultaneously. This role requires someone who can see the entire project, anticipate issues before they affect the schedule, and drive projects to successful completion.

Key Responsibilities

Estimating & Pre-Construction

  • Manage OSP/FTTH projects beginning at the bid and pre-construction stage.
  • Review RFPs, scopes of work, drawings, specifications, unit pricing, and customer requirements.
  • Assist with estimating labor, materials, equipment, subcontractor costs, and overall project requirements.
  • Identify constructability concerns, permitting requirements, schedule risks, and potential cost impacts prior to mobilization.
  • Develop project budgets, schedules, resource plans, and construction strategies.

OSP Design & Engineering Coordination

  • Manage the transition from preliminary design through construction-ready drawings.
  • Coordinate with internal and external engineering/design teams.
  • Review fiber routes, splice plans, utility conflicts, easement requirements, and construction methods.
  • Ensure designs are practical and constructible based on field conditions.
  • Manage design changes and field modifications throughout construction.
  • Coordinate permitting and approvals with municipalities, utilities, and other authorities having jurisdiction.

Construction Management

  • Lead day-to-day execution of FTTH and OSP construction projects.
  • Manage underground and aerial fiber construction activities, including:

o Directional drilling and boring

o Trenching and excavation

o Conduit and duct installation

o Handholes, vaults, and pedestals

o Fiber pulling and placement

o Aerial strand and fiber installation

o Fiber splicing and testing

o Make-ready activities

o Site and roadway restoration

  • Coordinate internal crews, subcontractors, vendors, inspectors, and engineering resources.
  • Track production against schedule and established project milestones.
  • Resolve field issues involving utilities, municipalities, property owners, design conflicts, and construction conditions.
  • Ensure work is completed safely and meets customer specifications and applicable construction standards.

Project & Financial Management

  • Maintain ownership of project budgets, production, forecasting, and profitability.
  • Monitor labor, subcontractor, equipment, and material costs.
  • Track completed quantities and ensure accurate production reporting and billing.
  • Review subcontractor invoices and validate completed work.
  • Manage change orders and additional work outside the original project scope.
  • Identify potential schedule or financial risks and develop corrective action plans.
  • Provide regular project updates to customer and company leadership.

Client Management

  • Serve as a primary point of contact for telecommunications customers throughout the project lifecycle.
  • Lead project kickoff meetings, construction meetings, and progress reviews.
  • Communicate schedule, production, design changes, permitting issues, and project risks.
  • Maintain strong relationships with customer construction, engineering, and project management teams.
  • Ensure contractual commitments and customer expectations are met.

Quality & Project Closeout

  • Ensure construction meets customer, engineering, safety, and quality requirements.
  • Coordinate inspections and correction of deficiencies or punch-list items.
  • Ensure fiber testing, splicing documentation, redlines, and required construction records are completed.
  • Manage development and submission of as-built drawings.
  • Ensure all production quantities and billing documentation are reconciled.
  • Complete final customer turnover and closeout packages.
  • Drive projects through final acceptance and financial closeout.

Exact compensation may vary based on several factors, including skills, experience, and education.

Benefit packages for this role may include healthcare insurance offerings and paid leave as provided by applicable law.
