Program Manager

Status: Full-time (Indefinite) – Existing Vacancy

Location: Open to candidates across Canada, with a preference for candidates based in the Greater Toronto Area.

GTA-based candidates will work a hybrid schedule, in office two (2) days per week.

Reports to: Senior Director, Ideas and Insights

Salary Range: CAD $82,000 – $92,500 annually depending on the candidate’s level of experience. The ICC offers a 10% premium for candidates who are bilingual in English and French.

About the Role

The Institute for Canadian Citizenship (ICC) is seeking a highly organized and proactive Program Manager to lead three related areas of work: our partnerships with immigrant settlement service organizations, the management of our federal funding agreement, building a pipeline of new grant funding, and administrative support for our research and policy priorities.

The successful candidate will work closely with the Ideas & Insights team while collaborating across the organization and will serve as a primary point of contact for a national network of settlement sector partners.

This role is ideal for someone who is detail-oriented and comfortable owning deadlines and compliance requirements, who can write a strong grant proposal, and who genuinely enjoys bringing people together.

Key Responsibilities

Partnerships (20%)

Manage and grow a national network of immigrant settlement service organizations, serving as their day-to-day point of contact.
Organize and lead virtual network meetings, setting agendas, facilitating discussion, and following up on commitments.
Maintain partner agreements, tracking renewals, amendments, and documentation.
Educate partners on ICC programs, including Canoo, and support them in sharing these with newcomers they serve.

Program Management (30%)

Manage all aspects of our federal funding agreement, including reporting and general communications with the funder.
Prepare and submit accurate, on-time reports, gathering the data and narrative required from across the organization.
Liaise with internal stakeholders to support reporting, budget tracking, and related efforts.

Grant Writing (30%)

Research, track, and maintain a pipeline of funding opportunities from federal, provincial, and municipal sources.
Monitor calls for proposals and funding notices, departmental funding pages, and provincial grant portals, flagging opportunities aligned with organizational priorities.
Write, edit, and assemble full grant applications, including project narratives, logic models, workplans, and performance measurement strategies.
Build and manage compliant budgets.

Administration (20%)

Manage communications and coordination efforts with government, academic, and strategic research partners and stakeholders
Organize special events, both virtual and in person, to socialize the ICC’s research, ideas and policy priorities, from concept and logistics through to execution.

Qualifications

4+ years of experience in program management, partnerships, or operations, ideally in the non-profit or public sector. Bachelor's degree or equivalent experience required.
Experience managing funded programs and preparing funder reports; familiarity with federal funding agreements and compliance requirements is a strong asset.
Experience writing grant proposals or funding applications, including project narratives, logic models, workplans, and budgets.
Ability to analyze processes and information, identify problems and trends, and develop solutions.
Excellent organizational and project management skills, with a track record of juggling deadlines and competing priorities without losing the details.
Strong written and verbal communication skills, with the confidence to lead meetings and manage relationships with partners and internal teams.
Experience planning events and gatherings, virtual and in person, and comfort working with budgets alongside finance colleagues.
An interest in immigration and settlement in Canada. Familiarity with the settlement sector and bilingualism (English/French) are assets.
