We are seeking a Regional Quality Manager who will support the implementation and consistent execution of Ironclad Developments Inc.’s Quality Management System (QMS) across assigned projects within their region.
Reporting to the Director of Quality Control, this role connects the corporate Quality Management Program with day-to-day project execution. Working closely with Project Managers, Superintendents, Foremen, subcontractors and consultants, the Regional Quality Manager ensures inspections, testing, documentation, deficiency management and quality verification activities are effectively planned, completed, reported and closed out in accordance with Ironclad standards and project requirements.
The Regional Quality Manager provides coaching, oversight, auditing and reporting to support construction teams in meeting their quality responsibilities. Superintendents, Foremen and subcontractors remain accountable for the quality of their work and the execution of project-specific requirements.
This role also supports continuous improvement by providing reliable regional reporting, identifying quality risks and trends, recommending process improvements and escalating matters requiring corporate-level support.
Key Areas of Responsibility:
Quality Management Program Execution
- Support implementation of Ironclad’s QMS across all assigned projects and ensure project teams understand and consistently execute established quality policies, procedures, Inspection and Test Plans (ITPs), checklists, Inspection protocols and documentation requirements.
- Work with project leadership to establish project-specific quality plans at project startup and periodically assess implementation throughout construction.
- Work with contracts and purchasing to ensure region/site specific QA/QC requirements are covered off in each subcontract.
- Ensure ACC is properly set up in relation to the quality program and ability to enter, track, assign and close out deficiencies as required.
- Act as the regional resource for interpretation and practical application of corporate quality procedures.
- Identify gaps between corporate quality requirements and actual project execution and work with project teams to establish corrective actions.
Site Quality Execution
- Participate in subcontractor pre-construction meetings to assist in clearly laying out subcontractor quality expectations.
- Support Superintendents and Foremen in executing their assigned quality responsibilities, including pre-work inspections (substrate acceptance), first-work inspections (first suite/floor), mock-ups, hold points, in-process inspections and completion inspections.
- Regularly attend assigned project sites to verify that required quality activities are occurring at the appropriate stage of construction.
- Perform independent spot audits of completed and in-progress work to verify compliance with drawings, specifications, approved shop drawings, manufacturer requirements and Ironclad quality standards.
- Verify that identified deficiencies are being addressed before subsequent work conceals or impacts the deficient installation.
- Audit and support site QC without replacing the construction team’s responsibility to inspect and manage the quality of the Work.
- Involve PM’s, CMs and VP of Construction Management as required to facilitate the successful execution of the program.
Quality Planning and Production Schedule Integration
- Work with Project Managers, Superintendents and Scheduling to integrate required quality activities into the
- construction schedule and short-term look-ahead planning.
- Review upcoming work to identify required inspections, ITP activities, testing, mock-ups, consultant reviews, hold points and documentation requirements before the work occurs.
- Aid the sites in maintaining a forward-looking quality tracker aligned with the project production schedule. The forward-looking tracker should identify:
- Upcoming QC inspections and documentation;
- Required consultant inspections;
- Testing requirements;
- Hold and witness points;
- Mock-ups and first-work reviews;
- Required subcontractor QC submissions;
- Outstanding prerequisites; and
- Overdue quality documentation.
Subcontractor Quality Program Support
- Work directly with subcontractors to communicate Ironclad’s quality requirements and assist them in understanding their responsibilities within the QMS.
- Review subcontractor quality plans, ITP requirements, checklists and inspection responsibilities with trades before commencement of critical scopes, where applicable.
- Support the site in ensuring subcontractors understand that they are responsible for performing their own quality control before requesting Ironclad or Consultant inspection.
- Coach subcontractors experiencing recurring quality issues and work with the project team to establish corrective action plans where necessary.
- Monitor subcontractor quality performance and provide observations and performance information to the Director of Quality Control for company-wide subcontractor evaluation.
ACC Quality Management
- Act as the regional lead for proper execution of Ironclad’s quality workflows within Autodesk Construction Cloud (ACC).
- Audit projects for consistent and timely use of ACC Issues / Punch Lists, inspection forms, QC checklists, ITP records, photographs and supporting documentation, deficiency assignment, due dates, responsible parties, verification and closeout documentation.
- Regularly audit whether deficiencies are being entered, assigned, managed, verified and closed appropriately.
- Identify stale or overdue items and work with project leadership to establish closure plans.
- Verify that items are not simply being administratively closed without adequate evidence that corrective work has actually been completed.
Deficiency and Punch List Management
- Monitor deficiency lists across assigned projects and ensure deficiencies are appropriately categorized, assigned, tracked and closed.
- Review ageing of open deficiencies and identify items that are repeatedly deferred or are at risk of being concealed by subsequent construction.
- Identify recurring deficiencies by trade, scope, building area or installation type.
- Work with project teams to prioritize deficiencies that could impact subsequent work, create schedule delays, result in rework, affect commissioning, create life-safety/code concerns, or jeopardize turnover.
- Conduct periodic field verification of reported closed items to confirm actual completion.
Weekly Quality Reporting
- Prepare a standardized weekly Regional Quality Report for submission to the Director of Quality Control. The report should include, at minimum:
- Project Quality Status – open deficiencies, new deficiencies, closed deficiencies, net change, overdue items and items more than 30 days old.
- ACC Compliance – required inspections completed, missing inspections, open punch items, overdue punch items and closure rate.
- Upcoming Quality Requirements – critical inspections, testing, hold points and consultant reviews required during the next three weeks, aligned with the production schedule.
- Subcontractor Performance – trades with recurring deficiencies, incomplete QC documentation or inadequate pre inspection processes.
- Top Quality Risks – the top three to five quality risks requiring project or Director attention.
- Corrective Actions – status of previously identified corrective actions and responsible parties.
Quality Audits
- Perform scheduled and unannounced project quality audits using standardized corporate audit criteria.
- Evaluate both the quality of the physical Work and the effectiveness of the quality process, including documentation completeness, ITP execution, subcontractor QC, ACC utilization, deficiency management, inspection readiness, consultant inspection results, material receiving records, mock-up/first-work approvals and closeout performance.
- Issue audit findings to project leadership and the Director of Quality Control and monitor corrective actions through closure.
Consultant Inspection Readiness
- Work with site teams to improve readiness for consultant and third-party inspections.
- Verify that appropriate internal and subcontractor QC has occurred before external inspections are requested. Track recurring Consultant inspection failures and identify underlying causes.
- Where repeated failures occur, coordinate with the project team and Director to implement corrective measures.
- Promote a process in which Consultant inspections function primarily as verification of compliant work rather than discovery of deficiencies.
Root Cause and Corrective Action
- Assist the Director and project teams with investigation of significant or recurring quality failures.
- Support root cause analysis to distinguish between issues caused by design/documentation, workmanship,
- material, procurement, sequencing, supervision, subcontractor performance, inadequate inspection, or failure to follow established processes.
- Track resulting corrective and preventive actions through implementation and verify effectiveness.
- Escalate significant or systemic quality issues to the Director.
Material Receiving and Installation Readiness
- Audit implementation of material receiving procedures for critical products and systems.
- Verify that project teams are checking critical materials against approved submittals, specifications and purchase requirements before installation.
- Support identification and quarantine/escalation of damaged, incorrect or non-conforming material.
- Ensure appropriate documentation is retained in ACC.
Commissioning and Turnover
- Support project teams in transitioning from construction QC into commissioning and turnover.
- Monitor completion of suite-by-suite, system and common-area quality checklists.
- Assist with pre-turnover inspections and ensure deficiencies are progressively closed rather than accumulating at the end of the Project.
- Coordinate with commissioning activities to ensure outstanding quality issues do not interfere with functional testing or occupancy.
- Support development of complete quality records for project turnover.
Training and Coaching
- Provide hands-on coaching to Superintendents, Foremen, Project Managers and subcontractors regarding
- Ironclad’s quality procedures and ACC workflows.
- Support onboarding of new project personnel into the QMS.
- Identify recurring knowledge gaps and recommend formal training to the Director.
- Share lessons learned and successful practices between projects within the region.
Continuous Improvement
- Identify recurring quality issues and opportunities to improve corporate standards, details, procurement
- requirements, subcontract language, inspection processes and construction practices.
- Provide lessons learned and recommendations to the Director for incorporation into the corporate QMS.
- Participate in periodic regional and company-wide quality reviews.
Skills and Experience:
- 5–8 years of progressively responsible construction experience, with significant field construction, QA/QC,
- Superintendent, Foreman, Coordinator or similar experience being an asset.
- Understanding of drawings, specifications, shop drawings and construction sequencing.
- Practical knowledge of building envelope, architectural, structural, mechanical and electrical construction would be an asset.
- Experience with deficiency management, inspections, commissioning and turnover.
- Strong working knowledge of Autodesk Construction Cloud (ACC) or comparable construction management platforms would be an asset.
- Ability to read construction schedules and understand dependencies between quality activities and production.
- Strong field presence and ability to coach trades and site personnel without assuming their operational responsibilities.
- Strong documentation, reporting and analytical skills.
- Ability to travel regularly between assigned regional projects.
