Original job description

This position is listed on behalf of a partner company, who manages all applications and next steps. Our partner is looking for a Technical Program Associate or Manager based in Canada.

This role offers an opportunity to use technology and data to improve the delivery of humanitarian cash assistance at scale.

You will lead the technical implementation of new programs, ensuring that the systems supporting recipient data collection, verification, payments, and monitoring work effectively.

Working across Operations, Product, Research, Engineering, and Data teams, you will turn operational needs into reliable technical solutions.

You will manage projects from initial scoping and requirements gathering through implementation, testing, troubleshooting, and evaluation.

The position combines hands-on technical problem-solving, project management, and data analysis in a mission-driven, international environment.

Depending on your experience, you may join at Associate or Manager level, with the autonomy and ownership to lead increasingly complex initiatives.

Your work will directly contribute to making aid delivery more efficient, scalable, secure, and responsive to recipients' needs.

Accountabilities

Responsibilities

You will oversee the technology-related aspects of program launches and contribute to the continuous improvement of systems used in field operations. Your responsibilities will include:

  • Lead end-to-end technical delivery for new program launches, including scoping, requirements gathering, system configuration, implementation, quality assurance, testing, troubleshooting, and closeout.
  • Partner with Operations, Product, Research, Engineering, and Data teams to ensure technical systems support program objectives and function reliably in field conditions.
  • Debug and resolve issues across the technology stack, including recipient databases and offline survey applications.
  • Scope and manage cross-functional systems improvements that increase operational efficiency, scalability, and the recipient experience.
  • Analyze, structure, and interpret program data to generate actionable insights and support operational decision-making.
  • Ensure systems and workflows comply with data protection, privacy, and financial control standards.
  • Coordinate technical training and onboarding for operations staff and other collaborators.
  • Manage project timelines, stakeholders, dependencies, and deliverables while maintaining clear communication across teams.
  • Lead retrospectives following program launches and technical incidents, identifying root causes and opportunities for improvement.
  • Contribute to system design and implementation decisions, balancing technical considerations with operational realities.

Requirements

The ideal candidate combines strong project management and analytical capabilities with a genuine interest in technology, systems design, and operational problem-solving. You should be comfortable working across diverse teams, navigating unfamiliar environments, and translating complex technical concepts into practical solutions.

  • At least 3 years of professional experience in a relevant field, such as project management, product management, data analytics, international development, or management consulting.
  • Fluency in English, both written and spoken.
  • Strong project management skills, including experience managing timelines, stakeholders, and complex deliverables.
  • Strong data analysis capabilities, with the ability to extract, clean, manipulate, and interpret data to inform operational decisions.
  • Advanced working knowledge of Microsoft Excel or Google Sheets.
  • Intermediate proficiency in a programming or scripting language, ideally Python, to automate workflows, validate data, or implement business logic. This is not an engineering or data science position.
  • Strong interest in technology, systems design, and building practical solutions.
  • Excellent attention to detail and the ability to validate data rigorously and creatively.
  • A structured approach to problem-solving, with the ability to identify root causes and develop lasting solutions.
  • Strong communication and collaboration skills, including the ability to explain technical concepts to both technical and non-technical stakeholders.
  • Ability to work inclusively with colleagues and partners from varied social, national, and cultural backgrounds.
  • Demonstrated emotional intelligence, problem-solving ability, project management, follow-through, and commitment to fostering an inclusive environment.
  • Preferred, but not required: Experience working with relational databases such as SQL.
  • Preferred, but not required: Knowledge of languages spoken in countries where programs operate, such as Swahili, French, or Portuguese.
  • Alignment with a mission focused on supporting low-income and historically marginalized communities is essential. Personal or professional experience within these communities is welcomed and strongly encouraged.

Benefits

  • Competitive compensation: Salary is determined by role level, location, and cost of living, using an external salary benchmarking methodology.
  • Associate-level base salary: US $92,400, UK £56,800, or Kenya $52,400.
  • Manager-level base salary: US $107,070, UK £70,250, or Kenya $72,550.
  • Performance bonus: 10% target bonus at both Associate and Manager levels.
  • Equitable compensation philosophy: A no-negotiation policy designed to promote fair and consistent pay across roles.
  • Professional growth: Opportunity to join at Associate or Manager level depending on experience, technical skills, and demonstrated judgment.
  • Meaningful impact: Contribute to technology and operational systems that help deliver humanitarian assistance more effectively.
  • International collaboration: Work with multidisciplinary teams across different countries and cultural contexts.
  • Travel opportunities: Approximately 1–2 trips per year to countries of operation for team retreats or field visits.
