Business Analyst

Position Overview

The Central Agencies Cluster is seeking an experienced Senior Business Analyst to provide comprehensive I&IT business analysis services and support complex business and technology initiatives.

The successful candidate will work closely with business stakeholders, subject matter experts, and technical teams to identify business needs, gather and document requirements, develop business cases, and recommend effective technology solutions.

The candidate must have strong experience in business process improvement, requirements management, business architecture, system functional requirements, and stakeholder engagement.

Key Responsibilities

• Lead business analysis activities to identify business problems, opportunities, and technology requirements.

• Engage with business stakeholders and subject matter experts to gather, document, and analyze business requirements.

• Develop business strategies, business cases, cost-benefit analyses, and feasibility studies.

• Conduct business process re-engineering and recommend cost-effective service delivery improvements.

• Facilitate requirements gathering through JAD sessions, stakeholder interviews, workshops, and mockups.

• Develop business process models, use cases, data models, and process flow diagrams.

• Prepare functional and non-functional requirements and translate business needs into technical specifications.

• Develop business analysis policies, procedures, standards, and best practices.

• Monitor project progress, resolve issues, and communicate updates to management and stakeholders.

• Develop performance measures and requirements traceability matrices.

• Prepare presentations, briefing notes, and other project documentation.

• Ensure alignment with OPS Unified Project Management Methodology, Enterprise Architecture, and applicable development standards.

Mandatory Requirements

• Minimum 10+ years of experience as a Business Analyst.

• Demonstrated experience in requirements gathering, analysis, and documentation.

• Experience developing business strategies and conducting business process re-engineering.

• Strong experience preparing business cases, cost-benefit analyses, and feasibility studies.

• Experience with business functional modelling, business event modelling, and business process mapping.

• Demonstrated experience with GUI, user interface design, and mockups, preferably using Balsamiq.

• Experience with JAD sessions, UML, and CASE tools.

• Experience working with Document Management Systems and/or CRM systems.

• Experience documenting system functional requirements in collaboration with business and development teams.

• Experience developing business cases, screen designs, business process models, Privacy Impact Assessments (PIA), Threat Risk Assessments (TRA), and logical architecture artifacts.

• Demonstrated experience in Business Architecture.

• Excellent analytical, problem-solving, communication, negotiation, and stakeholder management skills.
