The successful candidate will oversee project planning, financial management, resource coordination, risk mitigation, stakeholder engagement, and project delivery. This role requires strong expertise in cost allocation, Total Cost of Ownership (TCO), cloud pricing models, financial scenario analysis, and project integration.

The candidate will ensure projects meet business requirements, timelines, scope, budget, and applicable government standards and project management methodologies.

Key Responsibilities

Project Management and Delivery

  • Monitor project progress and ensure milestones are achieved on time and within budget.
  • Apply established project management methodologies, frameworks, and best practices.
  • Coordinate project dependencies and ensure alignment with business objectives and government standards.

Financial Management and Cost Analysis

  • Manage direct and indirect cost allocation and Total Cost of Ownership (TCO) assessments.
  • Analyze AWS and Azure cloud pricing models, software licensing costs, and hardware depreciation.
  • Develop and manage complex project budgets involving multiple funding sources and cross-ministry dependencies.
  • Prepare cost estimates, financial forecasts, variance analyses, and actual-cost reconciliations.
  • Establish dynamic simulation workflows and scenario analysis frameworks to support financial planning and decision-making.
  • Maintain financial controls, accountability, cost-effectiveness, and budget performance.

Resource and Team Management

  • Identify, select, onboard, and coordinate project team members across multiple disciplines.
  • Define roles, responsibilities, deliverables, and performance expectations.
  • Coordinate OPS employees and fee-for-service consultants.
  • Resolve resource constraints, interpersonal conflicts, and competing priorities.
  • Facilitate knowledge sharing and maintain alignment across project teams.

Risk, Issue, and Change Management

  • Identify project risks, issues, dependencies, and potential impacts proactively.
  • Develop mitigation strategies and recommend corrective actions.
  • Communicate significant risks and issues to senior executives and decision-makers.
  • Manage scope changes, project dependencies, and resistance to organizational change.
  • Support project delivery throughout the concept, definition, planning, implementation, and close-out stages.

Requirements

Stakeholder Engagement and Reporting

  • Establish and participate in steering committees and stakeholder forums.
  • Provide project, program, and portfolio updates to senior executives and other stakeholders.
  • Prepare project status reports, financial reports, risk assessments, and decision-support documentation.
  • Manage client expectations and resolve conflicts between project and functional areas.
  • Lead organizational development, strategy development, business planning, and ministry funding requests.

Technical and Governance Alignment

  • Promote OPS I&IT standards, governance requirements, and project management best practices.
  • Support compliance with applicable government policies, information management principles, and accessibility standards.
  • Evaluate emerging I&IT trends, tools, and methodologies to improve project outcomes.
  • Provide recommendations regarding software, hardware, and technology resource acquisition.
