Position Overview
The Government Services Integration Cluster is seeking a
Senior Business Analyst to provide comprehensive business analysis services across projects involving diverse business and technology requirements.
The successful candidate will work closely with business stakeholders, subject matter experts, technical teams, and project leadership to understand business needs, gather and analyze requirements, develop business models and documentation, evaluate solution options, and support the delivery of effective I&IT solutions.
The Senior Business Analyst will be expected to lead requirements workshops, business process re-engineering, business modeling, user story development, business case preparation, feasibility studies, stakeholder engagement, and ongoing business analysis throughout the project lifecycle.
Key Responsibilities
Business Analysis & Requirements
- Lead and facilitate workshops to elicit, review, document, validate, and confirm:
- Business requirements
- Business process re-engineering requirements
- Business models
- Business rules
- User interface requirements/design
- Lead and conduct business analysis to assess client business problems and opportunities and document requirements in sufficient detail to determine appropriate I&IT solutions.
- Gather, analyze, document, validate, and maintain business and technical requirements.
- Develop effective requirements-gathering strategies, including:
- JAD sessions
- Stakeholder interviews
- Mockups
- Workshops
- Other appropriate elicitation techniques
- Develop user stories and break complex business requirements into manageable deliverables for development teams.
- Support the creation of UX, functional, and technical designs.
- Ensure business analysis activities align with iterative Agile development cycles.
- Develop context diagrams, use cases, and use case models.
- Create process maps, stakeholder maps, assessments, and systems diagrams.
- Conduct business modeling, use-case modeling, conceptual and logical data modeling, process/data-flow modeling, business event modeling, and business rules definition.
- Define functional and non-functional requirements.
- Translate business and data requirements into specifications sufficient to design appropriate technology solutions.
- Apply re-engineering concepts to identify alternative, cost-effective approaches to service delivery.
Business Cases, Options & Feasibility
- Develop business strategies for I&IT initiatives.
- Develop business cases from start to finish.
- Prepare cost-benefit analyses and ROI assessments.
- Conduct options analysis and feasibility studies.
- Develop budget estimates and assess the expected value of proposed IT solutions.
- Evaluate alternative technology solutions and provide recommendations based on business requirements, enterprise standards, cost, risk, and feasibility.
Agile / SDLC
- Work hands-on within Agile/Scrum environments.
- Participate in and/or facilitate:
- Sprint planning
- Daily stand-ups
- Iterative requirements development

- Ensure business analysis deliverables align with iterative development cycles.
- Conduct business analysis throughout the full project lifecycle, including:

Enterprise Architecture & OPS Alignment
- Apply enterprise business architecture concepts to ensure recommended technologies align with OPS standards.
- Ensure business solution recommendations and implementations integrate with enterprise and cluster standards and directions.
- Understand I&IT Cluster and corporate policies, directives, guidelines, and procedures relating to:
- Service delivery
- Enterprise business architecture
- Business-driven IT solutions
- Current I&IT trends and technologies
- Ensure traceability between business requirements and I&IT solutions.
- Evaluate directions, trends, standards, and policies within a complex and evolving environment.
- Identify requirements and develop options and recommendations relating to information architecture and data management.
Change Management & User Adoption
- Manage change processes, including:
- Defining change scope
- Conducting impact analysis
- Developing training strategies
- Developing communication strategies
- Support end-user adoption through clear communication and training regarding new systems and process changes.
- Identify significant changes to approved requirements and ensure appropriate documentation and maintenance.
- Apply change management principles throughout the project lifecycle.
QA, UAT & Production Support
- Apply knowledge of quality assurance methodologies and testing processes.
- Support and/or coordinate User Acceptance Testing (UAT) to validate business requirements against system functionality before deployment.
- Support ongoing production activities.
- Oversee production support and configuration management activities.
- Manage problem identification and resolution to ensure timely resolution of production issues.
- Identify, assess, and mitigate project and business risks.
- Support risk management, disaster recovery planning, and business continuity planning.
Performance Measurement & Governance
- Develop performance measures for business analysis evaluations.
- Conduct follow-up assessments to determine whether business analysis activities and solutions comply with client cluster and corporate I&IT strategies, policies, and priorities.
- Develop traceability matrices for business analysis evaluation and follow-up.
- Monitor progress, resolve issues, and provide regular reporting to I&IT management and stakeholders.
- Balance competing priorities, manage expectations, and ensure deliverables are completed within established timelines and resource constraints.
RFP / Vendor Support
- Lead and participate in Requests for Proposals (RFPs), focusing on:
- Client requirements
- Business and technical requirements
- Evaluation of vendor responses
- I&IT business and/or infrastructure solutions
Stakeholder & Communication
- Work closely with business stakeholders, SMEs, developers, QA specialists, architects, project teams, and other cross-functional groups.
- Provide technical leadership, functional business analysis, and architecture expertise to project staff, colleagues, and clients.
- Prepare clear, concise, and comprehensive:
- Reports
- Business requirements documentation
- Reviews

- Briefing notes
- Present complex technical and business concepts clearly to both technical and non-technical audiences.
