Client: Justice Technology Services (JTS), Ministry of Public and Business Service Delivery and Procurement
Location: 21 College Street, Toronto, ON
Work Arrangement: 100% Onsite
Start Date: November 2, 2026
End Date: October 5, 2027
Duration: 244 business days + potential extension of up to 362 days
Hours: 7.25 hours/day, Monday–Friday, between 8:00 AM and 5:00 PM, excluding breaks

Position Overview
Justice Technology Services – Digital Design Branch is seeking a Senior Systems Testing / QA Specialist with 5+ years of overall experience to support the development of a modern digital information system and its integration with internal and external applications.
The successful candidate will be responsible for planning and executing functional and system testing, defect identification and tracking, test documentation, UAT support, and collaboration with project stakeholders and technical teams. The resource will also contribute to knowledge transfer throughout the project lifecycle.
Key Responsibilities

Develop appropriate test plans, test cases, test scripts, and test data for functional and system testing.
Prepare and execute functional testing and unit testing and accurately document test results.
Identify, document, prioritize, and track software defects and change requests through resolution.
Use collaborative defect and issue-tracking tools to communicate defect status and resolution progress to project participants.
Support and coordinate User Acceptance Testing (UAT) activities.
Lead initial UAT sessions and assist business and technical stakeholders throughout the UAT process.
Work closely with clients, developers, project managers, business analysts, and other technical teams to ensure effective resolution of defects and completion of change requests.
Maintain comprehensive testing and issue-tracking documentation.
Participate in all applicable phases of the Systems Development Life Cycle (SDLC).
Assist other project groups with their testing activities and provide QA expertise as required.
Participate in project meetings, status discussions, and defect/change management activities.
Work independently while also contributing effectively within a multidisciplinary project team.
Provide knowledge transfer to the Project Manager and team members throughout the project lifecycle.
Transfer knowledge through 1:1 meetings, team meetings, and documentation on SharePoint.
Provide knowledge transfer covering codes and documentation of all types assigned to the role.

Requirements

Mandatory Qualifications & Technical Skills
1. Quality Assurance & Defect Management – Mandatory
Candidates must demonstrate:

7+ years of experience in defect tracking using a collaborative tool to manage defects and change requests.
Experience communicating defect, change request, and resolution status to all relevant project participants.
Demonstrated experience developing:

Test plans
Test cases
Test scripts
Test data

Experience documenting software defects and tracking defects through resolution.
Demonstrated experience with User Acceptance Testing (UAT).
Experience leading initial UAT sessions.
Strong analytical and problem-solving skills.
Strong written and verbal communication skills.
Ability to work independently and effectively as part of a team.

2. Technical Skills – Mandatory
Hands-on experience with one or more of the following technologies is required:

Candidates must also demonstrate:

Experience using automated testing tools.
Experience with version control systems on one or more platforms.
Demonstrated knowledge and experience across all phases of the Systems Development Life Cycle (SDLC).

Business & Stakeholder Skills
The successful candidate will have demonstrated experience:

Working directly with clients and technical teams.
Coordinating with developers, business stakeholders, project managers, and other project participants.
Ensuring effective defect resolution and completion of change requests.
Communicating testing status, issues, risks, and resolutions clearly.
Supporting UAT stakeholders and facilitating initial UAT activities.
Working collaboratively in a complex project environment while independently managing assigned QA responsibilities.

Public Sector Experience
Previous experience working within Government or Public Sector organizations is considered a valuable asset and will receive additional evaluation consideration.
Evaluation Criteria
Candidates will be assessed against the following areas:
Criteria 1 – QA Skills: 40 Points

Demonstrated experience in defect tracking using collaborative tools to manage defects and change requests and communicate status to project participants.

Criteria 2 – Technical Skills: 30 Points

Demonstrated experience documenting and tracking testing and issues using tools such as JIRA, Azure DevOps Boards, or Asana.

Criteria 3 – Business Skills: 25 Points

Demonstrated experience working with clients and technical teams to ensure effective defect resolution and completion of change requests.

Criteria 4 – Public Sector Experience: 5 Points

Previous experience working in Government or Public Sector organizations.

The resource will be expected to provide ongoing knowledge transfer throughout the project lifecycle.
