Solutions Designer - Senior

Project Overview

The Ontario Public Service is seeking a Senior Solutions Designer to lead a Proof of Concept (POC) initiative to evaluate the feasibility of migrating the existing Public Accounts consolidation application, CONSOL, from the legacy Hyperion Financial Management (HFM) platform to Oracle Financial Consolidation and Close Cloud Service (FCCS).

The successful candidate will assess the current and future state, configure the target environment and application, and develop a POC to evaluate the proposed migration. The findings will help establish the implementation approach, project plan, estimated timelines, required resources, and costs for a potential full-scale migration.

Key Responsibilities

• Lead the POC to assess the feasibility of migrating CONSOL from Hyperion Financial Management (HFM) to Oracle FCCS.
  
  
• Analyze the existing financial consolidation application, including its architecture, configuration, business processes, and technical requirements.
  
  
• Assess current-state and future-state solutions and recommend an appropriate migration approach.
  
  
• Configure the target environment and application to support the POC.
  
  
• Gather, analyze, and document business, financial, and technical requirements.
  
  
• Evaluate Oracle EPM Cloud capabilities against existing financial consolidation and reporting requirements.
  
  
• Identify migration risks, system dependencies, technical gaps, and opportunities for process improvement.
  
  
• Assess application performance, capacity, security, recovery procedures, and system integration requirements.
  
  
• Provide technical guidance and recommendations to business stakeholders, vendors, consultants, and project teams.
  
  
• Conduct cost-benefit analyses and provide recommendations for the proposed migration.
  
  
• Develop technical specifications, solution designs, project documentation, and POC findings.
  
  
• Estimate the tasks, resources, timelines, and costs required for the full-scale migration.
  
  
• Present findings and recommendations to senior management and stakeholders.
  
  
• Support project planning and delivery using appropriate methodologies, including Agile, Waterfall, and SDLC practices.
  
  

Required Skills and Experience

A. Financial and Technical Solution Skills

• Strong knowledge and experience in Oracle EPM Cloud solutions and solution design.
  
  
• Experience with Oracle Financial Consolidation and Close Cloud Service (FCCS) is preferred.
  
  
• Expertise in Hyperion Financial Management (HFM) applications, particularly financial consolidation application analysis, solution design, and migration.
  
  
• Experience implementing, migrating, and supporting large-scale financial applications.
  
  
• Knowledge of financial planning, management accounting, forecasting, financial consolidation, and public accounts reporting applications.
  
  
• Experience providing production application support and resolving issues in collaboration with vendors, consultants, and technical teams.
  
  
• Ability to evaluate application architecture, system performance, capacity, and technical requirements.

Requirements

Must-Have Requirements

Candidates should demonstrate the following:

Oracle EPM Cloud: Strong solutions design knowledge and practical experience.

HFM Migration: Experience analyzing, designing, or supporting the migration of Hyperion Financial Management consolidation applications.

Large Financial Applications: Experience implementing and supporting migrations of complex financial applications.

Financial Systems Knowledge: Experience with financial planning, management accounting, forecasting, consolidation, and public accounts reporting applications.

Solution Design and Analysis: Ability to gather requirements, evaluate existing systems, and recommend technical solutions.

Onsite Availability: Willingness and ability to work onsite five days per week at 222 Jarvis Street, Toronto.

Interview Availability: Ability to attend an in-person interview and complete the required assignment/presentation.

Nice-to-Have Qualifications

• Previous Ontario Public Service (OPS) experience.
