Position Overview
Kiewit’s Western Canada District is seeking a Business Development Manager to lead strategic pursuit efforts across Alberta, with a focus on heavy civil, transportation, and infrastructure opportunities. This individual will help identify, develop, and secure work by building strong client relationships, tracking market activity, supporting capture planning, and partnering closely with operations, estimating, engineering, legal, and executive leadership.
The ideal candidate brings a strong understanding of Alberta’s infrastructure market, public procurement processes, and major project delivery models. This role requires a relationship-driven, commercially minded professional who can represent Kiewit with clients, industry partners, consultants, and government stakeholders while helping position the district for long-term growth.
District Overview
Kiewit’s Western Canada District delivers heavy civil and infrastructure projects across Western Canada, including earthmoving, transportation, roadways, bridges, water resources, and underground utilities. The district supports complex construction work for public and private clients and is backed by Kiewit’s broader engineering, estimating, procurement, construction, and project execution resources.
Location
This position is based full-time in our Calgary office.
Responsibilities
- Lead business development activities for Alberta-based heavy civil, transportation, and infrastructure opportunities, including highways, bridges, transit, utilities, water resources, site development, and related public or private infrastructure work.
- Develop and maintain strong relationships with provincial and municipal agencies, public owners, consultants, designers, Indigenous and local partners, industry organizations, and potential teaming partners.
- Monitor Alberta market activity, capital plans, procurement forecasts, funding announcements, and major project pipelines to identify near-term and long-term pursuit opportunities.
- Support go/no-go decisions, capture plans, teaming strategies, and pursuit positioning in coordination with district leadership, operations, estimating, engineering, legal, and proposal teams.
- Represent Kiewit at client meetings, industry events, pre-procurement sessions, conferences, and networking opportunities to strengthen market visibility and intelligence.
- Help shape pursuit strategies by gathering client priorities, competitor intelligence, delivery model insights, procurement requirements, risk considerations, and project-specific differentiators.
- Coordinate with estimating and operations teams to understand project scope, delivery constraints, resource needs, construction approach, commercial terms, and schedule considerations.
- Support proposal and interview preparation by contributing market insight, client knowledge, relationship strategy, win themes, and executive messaging.
- Maintain accurate opportunity tracking, contact management, pursuit status updates, and reporting for district leadership.
- Promote Kiewit’s safety culture, ethical standards, collaborative approach, and commitment to delivering high-quality infrastructure for the communities we serve.
Qualifications
- Bachelor’s degree in business, engineering, construction management, or a related field; equivalent industry experience may be considered.
- Progressive experience in business development, client management, project development, construction, engineering, estimating, or operations within heavy civil, transportation, infrastructure, or related markets.
- Strong knowledge of Alberta’s infrastructure market, public-sector procurement processes, and major project delivery models such as design-build, progressive design-build, construction management, alliance/partnering, and public-private partnerships.
- Demonstrated ability to build trusted relationships with owners, agencies, consultants, industry partners, and internal stakeholders.
- Strong commercial judgment with the ability to assess opportunity fit, market positioning, risk, competition, and pursuit strategy.
- Excellent communication, presentation, negotiation, and influencing skills.
- Ability to work independently, manage multiple priorities, and collaborate across cross-functional teams in a fast-paced construction environment.
- Willingness to travel regularly across Alberta and Western Canada for client meetings, industry events, and project-related activities.
- Existing client or industry relationships within Alberta’s transportation, municipal infrastructure, transit, bridge, roadway, water, utility, or heavy civil markets.
- Experience supporting alternative delivery pursuits, large-scale infrastructure proposals, major project pre-positioning, or public infrastructure procurement strategy.
- Operational or project delivery experience that supports practical understanding of construction risk, estimating, scheduling, constructability, and execution planning.
- Experience working with Indigenous communities, local partners, subcontractors, designers, and joint venture or teaming arrangements.
Other Requirements:
- Regular, reliable attendance
- Work productively and meet deadlines timely
- Communicate and interact effectively and professionally with supervisors, employees, and others individually or in a team environment
- Perform work safely and effectively. Understand and follow oral and written instructions, including warning signs, equipment use, and other policies.
- Work during normal operating hours to organize and complete work within given deadlines. Work overtime and weekends as required.
