JOB SUMMARY

Reporting to the Human Resources & Payroll Manager, the Payroll & Benefits Administrator is responsible for the full-cycle administration of bi-weekly and monthly payrolls and benefits for all Lac Ste. Anne County employees. This position ensures the accurate and timely processing of payroll, maintains employee payroll and benefits records, and administers a range of employee benefit and pension programs.

The Payroll & Benefits Administrator plays a key role in ensuring compliance with payroll legislation, employment standards, and organizational policies. The position also contributes to the development and continuous improvement of payroll and benefits procedures and serves as a subject matter expert on payroll-related systems, processes, and policies.

DUTIES & RESPONSIBILITIES

Responsibilities include, but are not limited to:

Payroll Administration

Process bi-weekly and monthly full-cycle payroll for 100+ employees, ensuring accuracy and compliance with County policies, procedures, and collective agreements.
Maintain and update employee payroll records, including wage adjustments, employee status changes, deductions, and leave and time bank accruals.
Establish new employee payroll records and coordinate pension and benefit enrolments with external service providers.
Monitor and manage the payroll inbox, ensuring payroll documentation is processed, filed, and retained in accordance with records management requirements.
Prepare and process Records of Employment (ROEs) and respond to government inquiries related to terminated employees.
Perform administrative functions such as data entry, scanning, document control, and file management.
Support special projects, conduct research, and provide functional guidance to administrative support staff as required.

Benefits & Employee Support

Administer employee benefits and pension programs, ensuring accurate enrolment, changes, and terminations.
Respond to employee payroll and benefits inquiries in a professional and timely manner and complete employment verification requests.
Assist with employee benefit reviews and support the implementation of related program enhancements.

Reporting, Compliance & Continuous Improvement

Complete annual payroll reporting requirements, including T4s, T4As, LAPP reporting, and other statutory filings as required.
Prepare payroll reports and provide information to Finance and operational leaders to support planning and decision-making.
Monitor changes to payroll legislation, employment standards, pension regulations, and government remittance requirements, recommending and implementing process improvements as necessary.
Maintain the confidentiality of employee information and ensure compliance with applicable privacy legislation, internal controls, and records management requirements.
Develop, maintain, and update payroll calendars, standard operating procedures, and process documentation.
Assist with payroll analysis, audits, and continuous improvement initiatives to enhance efficiency and service delivery.
Perform other related duties as assigned.

QUALIFICATIONS

Education and Experience

A two (2) year post-secondary diploma in Accounting, Business Administration, or a related discipline.
Payroll Compliance Practitioner (PCP) designation or active enrollment in the certification program is preferred.
Certified Employee Benefit Specialist (CEBS) designation is considered an asset.
A minimum of two (2) to three (3) years of payroll and benefits administration experience.
Experience working within a municipal environment and/or Human Resources setting is considered an asset.
Advanced computer skills, including proficiency with Microsoft Office applications, particularly Excel and Word.
Experience working with payroll systems, including Microsoft Dynamics/Great Plains and HRISMyWay.
Thorough knowledge of payroll legislation, employment standards, taxable benefits, pension administration, government remittances, and statutory reporting requirements.

Skills and Attributes

Demonstrated ability to interpret legislative and regulatory changes and assess their impact on payroll and benefits administration.
Strong knowledge of employee benefit plans, eligibility requirements, enrolment processes, and coordination with third-party providers.
Strong attention to detail and commitment to maintaining data accuracy, confidentiality, and compliance with internal controls and audit requirements.
Excellent analytical, organizational, problem-solving, and time management skills.
Strong interpersonal and communication skills with the ability to provide exceptional customer service to employees, management, and external stakeholders.
Ability to work independently, manage competing priorities, and meet strict deadlines in a fast-paced environment.

WORKING CONDITIONS

This is a full‑time, permanent position.
The normal work schedule is 35 hours per week, Monday to Friday.
Regular hours of work are 8:30 a.m. to 4:30 p.m.
The position is based in a professional, business-casual office environment, requiring extended periods of sitting, use of a computer, and regular interaction with staff.
