Job Summary
Reporting to the Workday ERP Program Director, the Associate Director, Strategic Transformation Office leads the Workday ERP Program team at Langara College. This role collaborates with internal partners such as the other delivery areas of the Workday ERP Program and the Strategic Transformation Office, Student Services, the Registrar’s office, Integrated Planning and Analysis, Finance, People and Culture, and Information Technology Services and other operational and academic areas to identify and prioritize comprehensive change management, strategic program communications plans and payloads, and training strategies and actions necessary for the successful implementation of the overall Workday ERP Program and in particular, the Workday Student Information System and related eco-system solutions.
The Associate Director works in concert with the Senior Project Manager of 3rd Party Solutions, the Project Manager of the Workday Student Information System, and the Workday Program Director to define and implement the optimal change management and training plans and services. The role oversees team of Change Management Specialists, the Workday Communications Advisor, and the Training Specialists, ensuring that the teams’ efforts align with identified priorities and key deliverables of the Workday ERP program. The role provides strategic and operational leadership in developing and executing program of change management and training initiatives, providing strategic and operational leadership in the management of all aspects of this portfolio’s mandate and goals. This position is responsible for the planning, managing, and directing of projects and initiatives to effectively and efficiently support the college community and stakeholders embrace and effectively leverage the new ERP, and the effective transition of training for postproduction sustainment needs. The key result areas are program strategy/planning, reporting on program status, including risks and mitigation strategies, effective communication and change management.
Job Description
Strategic Change Leadership:
- Provides leadership and direction for transformation programs and associated projects under the auspices of the Strategic Transformation Office (STO) in collaboration with various stakeholders to understand unique business and academic requirements and to deliver coordinated and comprehensive organizational change.
- Focuses on achieving organizational goals and objectives. Supports development of clear cases for changes, design of comprehensive change frameworks, desired outcomes, accurate scope, clear roles and decision-making structures
- Gives advice and counsels Executive Sponsors and other leaders to ensure strategic objectives can be met. Works with Executive Sponsors to maximize program benefits to the College.
- Advises on implications across the business and builds effective change management and communications plans.
- Oversees wider team including Communications Advisors and Training Specialists
Program And Project Delivery
- Capability to plan, organize, deliver and monitor strategic organizational change.
- Responsible for program management including project intake, resource utilization, capacity forecasting, project status and milestones, performance measures, benchmarking, and others.
- Responsible for specialized project management and change management resources to support Executive Sponsors in the delivery of strategic change.
- Proactively monitors project deliverables and milestones and utilizes program management reporting and tracking tools. Ensures timelines are adhered to and issues are escalated in a timely fashion.
- Resolves complex issues and concerns and troubleshoots as necessary.
- Ensures effective liaison between project teams and other College Departments.
- Ensures the confidentiality, security, and stewardship of data, including compliance with freedom of information and protection of privacy legislation.
- Responsible for ensuring that all departmental, College, and governmental policies, procedures and methods are adhered to.
- Fosters a progressive culture which encourages all employees to use available information technology and resources to its full advantage.
Change Management Quality Assurance
- Provides expertise and approval for change management approaches, frameworks, and projects appropriate to support the administrative and/or academic needs of the College.
- Advises the Workday ERP Program Director on change management portfolio budget requirements to ensure optimal capacity and capability to successfully deliver the projects and initiatives supported by this portfolio.
- Ensures that ongoing sustainment artifacts that are developed during program execution are transitioned to operational areas with clear sustainment processes and roles
- Provides in-service training and guidance to other team members and areas of the College to mature the overall Change Management knowledge and capability at the College .
Team Operation
- Collaborates with the Workday Program Director and the other STO leaders to ensure that internal clients receive excellent change management services related to STO programs
- Collaborates with the Workday Program Director and other STO leaders to ensure the team adopts consistent, best-practices, processes and workflows.
- Regularly refines overall portfolio service model in collaboration with the Workday Program Director and the other STO leaders to ensure scope protection and to maximize strategic outcomes`
- Negotiates with internal clients to ensure that Change Management is working on projects and initiatives that drives strategic outcomes.
- Translates internal client needs into actionable, achievable, project activity plans for team
- Provides effective leadership and direction to all staff by establishing priorities and objectives and fosters effective teamwork among employees.
- Leads and motivates a diverse workforce, ensuring high standards of work quality and organizational performance, continuous learning and effective teamwork.
- Initiates recruitment for staff, makes hiring decisions, participates in staff orientation, reviews and authorizes overtime, vacation requests, and professional development within the scope of this portfolio.
- Directs, schedules, and assigns duties to staff within the portfolio, reviewing work for accuracy and completeness.
- Identifies on-going training and professional development needs for all staff to ensure they are trained and knowledgeable in College and Departmental policies, procedures and processes.
- Sets performance objectives, conducts performance evaluations and recommends remedial or disciplinary action as required.
- Promotes effective union/management relationships. Represents management where required in the grievance process.
Responsible For Managing The Budget
- Under the general guidance of the Director, manages budget for portfolio area. Approves and monitors expenditures within allotted budgets.
- Develops and implements budgeting plans by estimating, forecasting and anticipating the needs of the program area.
- Manages all resources, including budget, workforce planning, contracted services, and procurement for various projects.
Performs various duties in the absence of the Workday ERP Program Director, Strategic Transformation:
- Represents the Department and acts for the Director as required. Assumes additional responsibilities and duties as assigned by the Director. Participates as a leadership team member on both internal and external committees.
Performs Other Projects/related Duties As Required.
- Liaises with representatives of other educational institutions to exchange professional advice and to represent the college in shared development projects.
D. Qualifications Required
Education & Experience:
- Bachelor’s Degree in Computer Science, business administration or relevant discipline. Additional courses in Business Management and supervisory skills an asset.
- Project Management Professional (PMP), Change Management and/or LEAN certification strongly preferred.
- Minimum of Eight (8) years of senior level experience as a transformational leader of complex enterprise-wide projects, or strategic and operational reviews within a major public or private sector organization, including several years’ experience managing staff in a complex unionized environment.
- An equivalent combination of education and experience may be considered.
- Knowledge of change management principles, methods and practices, including developing change management strategies and plans, stakeholder engagement and strategic communications.
- Knowledge of program and project management principles, methods and practices, including developing plans and schedules, estimating resource requirements, defining milestones and deliverables, monitoring activities and reporting on accomplishments.
- Knowledge of continuous improvement principles, including business process mapping and analysis, value stream mapping, LEAN elimination of waste, establishing metrics and targets.
- Knowledge of academic-related business processes and general College administrative practices.
- Knowledge of government regulations and other policies and procedures such as FOIPPA, etc.
