HOURS OF WORK: 35 hours/week, Monday to Friday
This position has the option to participate in a modified work week schedule (37.5 hours/week) Monday to Friday, with the extra hours worked as one earned day off taken once every three-week scheduled cycle.

PRIMARY FUNCTION: Reporting to the Senior Human Resources Advisor, this position provides administrative services and human resources support services to the Manager and Human Resources Advisors in the areas of recruitment, HRIS, compensation and benefits, labour relations, employee recognition, employee wellness, learning and development, health and safety, leave administration and report preparation.

KEY ACCOUNTABILITES:
Policy, Procedures and Administration:
- Acts as a point of first contact for the department, dealing with general enquiries and referring higher-level matters to the Human Resources Advisor or Manager, Human Resources and Organizational Development.
- Responsible for maintenance of the HRIS system including setting up users, creating reports, applying updates and processing annual rollovers.
- Recommends changes to systems and procedures to ensure the efficiency and accuracy of all employee records and human resources data.
- Works with Payroll/Benefits Administrator to provide data for payroll processing; tracks and provides benefit/pension start dates for new employees.
- Creates employee records in the HRIS such as adding new hires, processing terminations, processing adjustments, monitoring and processing employee records for increments and prepares various reports.
- Monitors sick, vacation and special leaves; balances and advances annual leave entitlements
- Responsible for preparing maternity/parental leave calculations and prepares top-up payments.
- Creates and administers HRIS entries, reports, letters and payroll adjustments.
- Maintains and updates salary scales for all pay groups.
- Provides general office support including preparing correspondence, processing mail, ordering office supplies.
- Maintains all confidential personnel files, managing critical documentation and employee information.
- Processes invoice payments, reviews Department budget for accuracy and reports out to Manager, Human Resources and Organizational Development.
- Assists in the development and implementation of policies, programs and procedures as required.
- Liaises with external recruitment agencies and oversees temporary agency contracts.
- Provides support to the /Manager/Senior/HR advisors and human resources team, as required.
Employee Development:
- Coordinates the administration of Employee Recognition and Employee Wellness programs including Agendas, minute taking; program budget and processes invoice payments; provides advice and information to employees/Supervisors/Manager; plans and arranges wellness events; assists Departments with recognition event management.
- Maintains records and compiles statistical reports concerning personnel-related data such as hires, transfers, performance management, vacation, sick leave and special leaves.
- Administers learning program, registers employees for courses and updates employee learning database.
- Tracks probationary and review dates and ensures reviews are completed in an accurate and timely manner; advises Managers/Supervisors on reviews status.
Labour and employee Relations:
- Provides administrative support in labour relations management including areas of attendance management, probationary reviews and orientation.
- Involved in the administration of the B.C. General Employees Union (BCGEU) Job Classification system; assists with changes to job descriptions and rating sheets; responsible for the minutes of committee meetings.
- Prepares and issues Casual, General Employees Union (GEU) and Professional Employees’ Association (PEA) seniority lists and maintains recall lists.
Workforce Planning:
- Researches and provides statistics for the Human Resources department and other departments for budget and staffing management purposes.
- Administers organization charts and calculates full-time employee count breakdown by Department and employee group.
- Prepares and distributes modified work week schedules.
- Administers the recruitment process by posting positions and setting up testing.
- Completes offer letters and new hire paperwork.
- Organizes casual and temporary employees support for employee vacancies; maintains and updates recall list.
- Arranges placement of job postings on the LABC’s website (internal and external) and on external job boards.
Compliance and Legal:
- Responsible for Minutes of monthly meetings for the Joint Occupational Health and Safety Committee.
- Conducts ergonomic assessments for employees.
- Coordinates and prepares documents related to Human Rights Tribunal program.
QUALIFICATIONS:
Required Education, Skills & Experience
- Secondary School Diploma supplemented by human resources certificate or diploma.
- 3+ years’ related experience in a human resources environment working within a unionized environment, or an equivalent combination training and experience.
- Strong organizational, time management and administrative skills to handle heavy workload; ability to identify and set priorities and meet deadlines.
- Working knowledge of departmental operations, programs, services, processes, policies and procedures.
- Experience working with Collective Agreements is an asset
- Working knowledge of HRIS including report writing features.
- Excellent verbal and written communication skills.
- Exceptional interpersonal skills with a demonstrated ability to provide excellent customer service to all levels of stakeholders.
- Strong team player, collaborative and cooperative with others.
- Excellent problem-solving skills.
- Ability to exercise flexibility, balance changing priorities, and effectively accommodate changing situations.
- Ability to be discrete, deal tactfully and professionally with information of a confidential and/or sensitive nature.

- Technical competencies:

- Deep comfort level leveraging technology including MS Office 365 and Excel in particular
- Proficiency in typing and data entry
