Job Description

Reporting to the Senior Manager, Data Analysis and Visualization, the Statistical Officer provides non-partisan statistical services, data analysis and data visualization to support the work of Parliament.

The incumbent performs the following duties:

responds to statistical and data-related requests from parliamentarians and their staff;
assists other Library employees in supporting the work of parliamentary committees;
contributes to the development of research publications
develops, maintains and updates data-related products and services.
provides statistical, data analysis and data visualization support across the Library of Parliament.

Qualifications

Education:

A bachelor’s degree in statistics, economics, data science, or a related field, OR
An equivalent combination of education and relevant experience.

Experience:

Experience working with large and complex datasets from multiple sources and covering different time periods.
Experience using advanced Microsoft Excel features and functions.
Experience using statistical software or programming languages, (e.g., R, Python), to conduct quantitative analysis and develop data visualizations.

Knowledge:

Knowledge of statistical and quantitative analysis methods, data analysis, and data visualization.
Knowledge of a wide range of tools and technologies relevant to statistical analysis, data analysis, and data visualization.
Knowledge of authoritative Canadian and international data sources, including official statistical sources.
Knowledge of current and emerging Canadian public policy issues and their potential implications for the work of Parliament.

Asset Criteria:

Experience building, cleaning, transforming and updating datasets for interactive dashboards, visualizations and maps.
Experience using Statistics Canada’s Social Policy Simulation Database and Model (SPSD/M).
Experience applying Gender-Based Analysis Plus (GBA Plus) and analyzing disaggregated data to identify differences, trends, and disparities across population groups.
Experience developing high-quality data visualizations, including charts and tables, to effectively communicate analytical findings.

Conditions of Employment:

A successful pre-employment security screening.
A second-language evaluation (Bilingual staffing – imperative): CBC/CBC.
