Overview
The Government Services Integration Cluster (Ministry of Public and Business Service Delivery and Procurement) is seeking a Senior Business Analyst with expertise in training development, change management, and stakeholder facilitation. In this role, you will partner with multiple ministry stakeholders, program areas, subject-matter experts, and project leads to assess current training practices and support the transition to a new training and operating model. Success in this engagement is defined by stakeholder understanding, sustained adoption, and the ability of ministry teams to operate effectively under the new model.
Key Responsibilities
- Build trusted working relationships with ministry partners, subject-matter experts, project teams, leaders, and end users across organizational boundaries.
- Plan and facilitate workshops, discovery sessions, interviews, meetings, and working groups to gather information and build consensus.
- Document current-state training practices, processes, workflows, roles, tools, pain points, and business requirements.
- Analyse stakeholder input to identify gaps, improvement opportunities, risks, dependencies, and readiness considerations.
- Synthesize large volumes of information into clear findings, practical options, and actionable recommendations for project and executive leadership.
- Define future-state training processes and support ministries in transitioning from current practices to the new training and operating model.
- Develop transition plans, implementation roadmaps, stakeholder-impact assessments, change-adoption strategies, mitigation measures, and progress indicators.
- Create and maintain training materials, user guides, facilitator guides, reference documents, process maps, job aids, FAQs, and standard operating procedures.
- Deliver instructor-led and virtual training, demonstrations, coaching, knowledge-transfer sessions, and train-the-trainer activities to ministry stakeholders and end users.
- Provide post-implementation support, respond to adoption questions, troubleshoot issues, and recommend adjustments based on feedback and outcomes.
- Monitor adoption progress and maintain documentation throughout implementation and post-launch support phases.
- Prepare executive summaries, briefing notes, presentations, status reports, risk updates, and recommendations for leadership.
- Demonstrated experience engaging diverse ministry stakeholders and building productive relationships across organizational boundaries.
- Experience facilitating workshops, discovery sessions, interviews, working groups, and consensus-based discussions that produce actionable outcomes.
- Experience gathering requirements, mapping processes, identifying pain points, and assessing impacts, risks, dependencies, and readiness.
- Experience leading business analysis, organizational change, training, or transformation activities across multiple ministries, programs, or complex stakeholder groups.
- Experience documenting and analysing current-state training processes, workflows, roles, pain points, gaps, and dependencies.
- Experience developing future-state processes, transition plans, implementation roadmaps, change strategies, adoption measures, and mitigation approaches.
- Experience creating polished training curricula, presentation materials, facilitator guides, user guides, process maps, job aids, FAQs, and standard operating procedures.
- Experience delivering instructor-led or virtual training, knowledge-transfer sessions, coaching, and train-the-trainer activities.
- Experience providing post-implementation support, gathering feedback, monitoring adoption, and refining training content and delivery methods.
- Experience preparing executive summaries, briefing materials, presentations, and status reports for senior leadership.
- Ability to translate complex business processes, policies, and technical information into clear, concise, audience-appropriate content.
- Proven ability to manage competing priorities, work independently with limited direction, and deliver polished outputs within established timelines.
- Strong critical-thinking and problem-solving skills with the ability to synthesize ambiguous or high-volume information into implementable recommendations.
- Experience working within Ontario Public Service (OPS) or broader public sector environments.
- Familiarity with accessibility standards and requirements for training and operational content.
This is a fully onsite role based at 222 Jarvis Street, 5th Floor, Toronto, Ontario, with five days per week in office required. No security clearance is required for this engagement. The consultant will work closely with cross-ministry teams, project leads, and executive stakeholders in a collaborative, delivery-focused environment.
