Overview

The Government Services Integration Cluster (Ministry of Public and Business Service Delivery and Procurement) is seeking a Senior Project Manager/Leader to lead large-scale, complex, and high-profile OPS I&IT initiatives. The successful consultant will concurrently manage two significant projects focused on cloud solutions and data migration, ensuring deliverables are met on time, within scope, and on budget. This role operates at a senior executive level and requires exceptional communication, vendor management, and governance skills.

Key Responsibilities

  • Provide project management oversight for two concurrent large-scale, high-risk OPS I&IT projects from initiation through to deployment.
  • Ensure project deliverables meet client business requirements on time, within scope, and on budget, adhering to OPS project management methodologies and frameworks.
  • Lead organizational development, strategy development, business planning, and Ministry funding requests.
  • Gather, develop, and maintain detailed project schedules, integrated plans, and business requirements documentation.
  • Manage complex project budgets across multiple funding channels and cross-ministry dependencies, including forecasting, reconciliation, and fiscal accountability.
  • Proactively identify, articulate, and prioritize risks and issues at senior executive levels, recommending and implementing mitigation strategies.
  • Source, onboard, and manage project team members across disciplines, including OPS unionized staff and fee-for-service consultants, clarifying roles and setting performance expectations.
  • Establish and participate in steering committee and stakeholder forums, providing project, program, and portfolio reporting to multi-stakeholder executive audiences.
  • Lead and manage vendor relationships, including overseeing Request for Bid (RFB) processes and vendor governance and communications.
  • Oversee governance, communication frameworks, and documentation standards across all project workstreams.
  • Promote OPS I&IT project management best practices, standard methodologies, and quality controls.
  • Manage change resistance using appropriate strategies throughout all project stages - concept, definition, planning, implementation, and close-out.

Must-Have Requirements

  • Strong vendor management experience, including overseeing vendor governance, communication, and performance.
  • Demonstrated knowledge and experience leading and managing Request for Bid (RFB) processes.
  • Proven ability to oversee governance frameworks and manage communication with senior executives and stakeholders.
  • Exceptional written and verbal communication skills with experience presenting to and engaging executive-level audiences.
  • Strong documentation experience, including business cases, project plans, schedules, and status reports.
  • Experience managing resources and coordinating project activities for large-scale data migration initiatives.
  • Extensive experience developing and managing integrated project plans, schedules, deliverables, and scope.
  • Proven ability to develop Business Cases using OPS methodology, including cost-benefit analysis, risk evaluation, and executive approval presentations.
  • Experience managing and forecasting large project budgets with a high level of fiscal control and accountability.

Nice-to-Have Skills

  • Public sector or Ontario Public Service (OPS) project management experience.
  • Experience procuring and delivering cloud solutions and managing data migration to cloud platforms.
  • Experience using MS DevOps and MS Teams for project management and collaboration.
  • Knowledge and understanding of the Accessibility for Ontarians with Disabilities Act (AODA) and related GO-ITS standards.
  • Experience writing Business Cases using OPS methodology and templates.
  • Ability to make recommendations on the acquisition of software, hardware, and technology resources.

Work Environment

This is a fully onsite role requiring 5 days per week in office. The consultant will alternate between 222 Jarvis Street, Toronto and 134 Ian MacDonald Blvd, North York, ON.
