Overview

Justice Technology Services, under the Ministry of Public and Business Service Delivery and Procurement, is seeking a Senior Project Manager/Leader to plan and lead complex, multi-ministry audio-visual and telecommunications initiatives. The successful consultant will manage all phases of concurrent AV and I&IT projects - from procurement planning and facility scoping through installation, testing, and client handover. This is a high-visibility onsite role requiring deep expertise in audio-visual systems, VoIP, and enterprise project delivery.

Key Responsibilities

  • Plan and lead projects as part of large multi-ministry, multi-year initiatives involving complex network architecture, advanced telecommunications, VoIP, and audio-visual systems
  • Develop project charters and master project plans, defining goals, deliverables, and scope in collaboration with internal clients, stakeholders, I&IT specialists, and business planners
  • Manage client relationships and partnerships with business areas, serving as the primary point of contact throughout the project lifecycle
  • Establish and manage procurement planning including software, hardware, IP circuits, and bandwidth; coordinate I&IT procurement and administer contractual agreements
  • Develop risk assessments, communication plans, and work breakdown schedules; identify and escalate risks with recommended mitigation measures
  • Develop business/user adoption plans including training materials, user manuals, and GUI design review and approval
  • Oversee on-site system installation, quality assurance testing, system and functionality testing, and client commissioning/sign-off
  • Ensure vendor delivery of as-built and close-out packages including inventory, photos, programs, manuals, and as-built shop drawings
  • Provide leadership to project teams, external service providers, and contractors, guiding work and ensuring collaboration toward project deliverables
  • Deliver internal close-out packages including financial reports, site profiles, and journals; conduct lessons-learned sessions
  • Provide specialized advice and expertise for the development of business cases and Treasury Board/Management Board of Cabinet submissions
  • Participate in ongoing service review meetings and support continuous improvement across the program

Must-Have Requirements

  • Minimum 5 years of experience with audio-visual and videoconferencing technology, including systems such as VoIP, video over IP, and enterprise AV infrastructure
  • Minimum 10 years of project management experience leading medium to large-scale, technically complex I&IT projects from initiation through close-out
  • Knowledge of best practices for audio-visual, communications, and IT deployment across enterprise environments
  • Demonstrated experience applying change management principles and techniques to facilitate business process change and manage human factors
  • Proven track record delivering system development and/or implementation projects on time and on budget
  • Strong interpersonal, consultation, and communication skills to resolve conflicts, build client relationships, and deliver presentations, proposals, and business cases
  • Knowledge of multi-platform I&IT technology trends including audio-visual systems, mobile, voice, data, video, VoIP, radio, and building telecommunications infrastructure
  • Knowledge of IT security requirements and best practices for implementing high-availability solutions with high sensitivity and confidentiality ratings
  • Knowledge of resource management, financial management, and procurement processes to develop and manage project budgets and negotiate contracts
  • Working proficiency with Microsoft Office (Word, Excel, Outlook) and Microsoft Project
  • Must meet CRJMC security clearance requirements

Nice-to-Have Skills

  • Previous OPS or Justice Sector experience is considered a strong asset
  • Knowledge of software development platforms, development methodologies, and technical standards including multi-tier software architecture and cloud technologies
  • Familiarity with I&IT computer protocols and frameworks specific to program systems currently in use within the Ontario Public Service
