The Senior Product Manager will lead product strategy, roadmap, and delivery decisions for an enterprise platform supporting business services within the Government Services Integration Cluster, Ministry of Public and Business Service Delivery and Procurement. This role connects government priorities, user needs, ministry service requirements, and platform maturity to determine what should be built and in what sequence. The consultant will work across a broad range of disciplines - including policy, service design, UX, architecture, development, data, privacy, security, and operations - to guide discovery, manage the backlog, and drive measurable outcomes.

Key Responsibilities

  • Define and communicate the enterprise platform product vision, strategy, roadmap, and measurable outcomes to stakeholders and leadership.
  • Prioritize reusable platform capabilities and service onboarding based on user value, enterprise value, readiness, risk, and delivery capacity.
  • Own and maintain the product backlog, release objectives, and acceptance priorities across multiple capabilities and stakeholder groups.
  • Translate strategic goals into product outcomes, epics, features, and delivery priorities.
  • Facilitate product discovery, roadmap planning, prioritization sessions, and stakeholder decision-making processes.
  • Use research, analytics, performance measures, and operational feedback to guide continuous improvement of the platform.
  • Coordinate with ministry partners and service owners to align onboarding scope, expectations, and dependencies.
  • Manage dependencies, trade-offs, risks, sequencing, and release priorities across delivery streams.
  • Prepare executive updates, product decisions, options analyses, and recommendations for senior leadership.
  • Support benefits realization, product governance, adoption planning, and operational transition activities.
  • Develop business cases, value propositions, and benefits measures to support product investment decisions.

Must-Have Requirements

  • Demonstrated experience defining product vision, strategy, roadmaps, outcomes, and backlogs for complex digital products or enterprise platforms.
  • Experience leading complex digital products through the full lifecycle: discovery, delivery, launch, and continuous improvement.
  • Experience prioritizing reusable capabilities and onboarding services to shared enterprise platforms.
  • Experience balancing enterprise standards with partner needs and delivery constraints across multiple stakeholder groups.
  • Ability to build alignment across diverse business and technical stakeholders, including program, policy, UX, architecture, development, and operations teams.
  • Experience using user research, analytics, operational data, and performance measures to guide product decisions.
  • Experience developing options, business cases, value propositions, and executive-level recommendations.
  • Knowledge of Agile product delivery, digital service standards, accessibility, privacy, and public-sector governance frameworks.

Nice-to-Have Skills

  • Excellent facilitation, negotiation, and communication skills with demonstrated ability to present to executive audiences.
  • Experience with benefits realization frameworks and performance measurement in a government or public-sector context.

Work Environment

This is a fully onsite role based at 222 Jarvis St, 5th Floor, Toronto, with 5 days per week in office required. No security clearance is required.
