Overview

Lotus IT is seeking a Senior Software Developer to support the Data Product Services Branch within the Ministry of Public and Business Service Delivery and Procurement, operating under the Community Services Cluster. The successful candidate will lead development activities to maintain and enhance existing branch platforms - including EDCS and Picasso - while supporting infrastructure modernization initiatives such as IAM Modernization and analytics platform improvements. This is a fully onsite role based in Toronto at 777 Bay Street.

Key Responsibilities

  • Lead development activities to maintain and enhance existing branch platforms, including EDCS and Picasso
  • Support the full suite of applications across all Data Product Services Branch projects, including infrastructure-related work such as IAM Modernization and analytics platform improvements
  • Design, develop, test, debug, and document .NET applications deployed to three-tier infrastructure with load-balancing on presentation and application tiers
  • Design, develop, and debug IAM (Identity and Access Management) solutions utilizing Microsoft Entra ID or Oracle IAM tools
  • Develop web applications adhering to WCAG AA 2.1 accessibility standards, compatible with multiple browsers and browser versions
  • Build and maintain CI/CD pipelines and automated build systems using tools such as Azure DevOps
  • Develop and maintain reporting solutions using Microsoft Power BI and other Business Intelligence platforms
  • Conduct performance testing and monitoring using tools such as Application Insights
  • Resolve and troubleshoot technical problems arising during the use and operation of software packages, including assistance with implementation, conversions, and migrations
  • Perform analysis of existing business processes and recommend process improvements to effectively leverage application capabilities
  • Develop technical documentation including build books and programming specifications to support branch activities
  • Lead code reviews and implement coding standards across the development team

Must-Have Requirements

  • Senior-level experience in software development, including application design, development, debugging, and deployment
  • Demonstrated experience designing, developing, and debugging IAM solutions using Microsoft Entra ID or Oracle IAM tools
  • Hands-on experience managing source control systems, including branching, merging, and pipeline setup using Azure DevOps
  • Experience designing, developing, testing, and debugging .NET applications (C#, ASP.NET, Web API, Windows Communication Foundation, Entity Framework, LINQ) for three-tier infrastructure
  • Demonstrated experience developing web applications compliant with WCAG AA 2.1 across multiple browsers
  • Experience developing in Microsoft Azure
  • Demonstrated experience with Microsoft Power BI and other Business Intelligence reporting solutions
  • Experience managing automated build and CI systems (e.g., Azure DevOps pipeline, BuildMaster, CruiseControl.NET, NAnt or similar)
  • Experience conducting performance testing and monitoring using tools such as Application Insights
  • Experience with configuration and administration of Microsoft Windows and Linux/UNIX operating systems
  • Experience with TCP/IP network configuration and administration, including coordination with central IT services
  • Experience developing with AngularJS, Crystal Reports, and Oracle databases
  • Strong analytical, problem-solving, and decision-making skills with excellent written and verbal communication

Nice-to-Have Skills

  • Experience developing custom and reusable flexible authorization layer services applicable across multiple applications
  • Experience leading code reviews and enforcing coding standards within a development team
  • Knowledge and experience developing Internet-ready applications
  • Experience with rapid application development (RAD) methodologies
  • Knowledge of Information Management principles, concepts, policies, and practices
  • Experience with middleware and gateways
  • Knowledge and understanding of the Accessibility for Ontarians with Disabilities Act (AODA) and related regulations
  • Experience with Oracle E-Business Suite, including PL/SQL, SQL, XML, Unix shell scripts, and Oracle Data Integrator
  • Experience with Oracle Application Development Framework (ADF) and Java development
  • Prior Ontario Public Sector or broader public sector experience

Work Environment

This is a fully onsite role, 5 days per week, located at 777 Bay Street, Toronto. No security clearance is required. The consultant will work collaboratively within the Data Product Services Branch, supporting multiple concurrent projects and cross-functional teams throughout the Software Development Life Cycle.
