Overview
The Ministry of Public and Business Service Delivery and Procurement is seeking a Senior Solutions Designer to lead a Proof of Concept (POC) initiative within the Enterprise Financial Services Division. The successful consultant will assess the feasibility of migrating the existing Public Accounts consolidation application, CONSOL, from the legacy Hyperion Financial Management (HFM) platform to Oracle's Financial Consolidation and Close Cloud Service (FCCS). This engagement will shape the future project plan, timelines, and costing for the full-scale migration.
Key Responsibilities
This is a fully onsite role at 222 Jarvis St., Toronto, five days per week. The consultant is expected to work standard hours of 8:00 AM – 5:00 PM (excluding lunch), Monday to Friday. No security clearance is required. Interviews will be conducted in-person, and candidates who are unable to attend onsite will not be considered. There will be an assignment or presentation component as part of the interview process.

This engagement will shape the future project plan, timelines, and costing for the full-scale migration.
Key Responsibilities
- Lead the end-to-end Proof of Concept (POC) to evaluate the feasibility of migrating the CONSOL application from HFM to Oracle FCCS
- Assess current and future state of the existing consolidation environment and application architecture
- Configure the FCCS environment and application as part of the POC build
- Assist in the analysis, solution design, and migration planning for the existing HFM consolidation application
- Gather and analyze client business requirements, identifying impacts on policies, processes, and IT standards
- Provide production support and consult with vendors, consultants, and peers to address application issues
- Conduct cost-benefit analyses and develop recommendations for technology solutions
- Design and evaluate large, complex, mission-critical financial applications for performance and capacity
- Deliver presentations and findings to clients, stakeholders, and senior managers at appropriate levels of detail
- Facilitate user requirement gathering sessions and participate in project status meetings and committees
- Apply formal systems implementation methodologies including SDLC, Waterfall, and Agile to manage deliverables
- Develop technical documentation, specifications, and inform future project plans, task lists, and duration estimates
- Demonstrated knowledge and hands-on experience with Oracle EPM Cloud solutions and design
- Experience with applications expertise supporting the analysis, solution design, and migration of existing HFM (Hyperion Financial Management) consolidation applications
- Proven experience implementing and providing support for the migration of large-scale financial applications
- Knowledge and experience with financial planning, management accounting, and reporting applications such as forecasting, consolidations, and public accounts
- Strong analytical skills to analyze multi-dimensional datasets, evaluate current business processes against best practices, identify gaps, and propose improvements
- Strong financial background with past experience designing and migrating Oracle consolidation applications
- Excellent verbal and written communication, interpersonal, negotiation, and stakeholder management skills
- Ability to meet deadlines and manage deliverables within a structured project environment
- Experience with FCCS (Financial Consolidation and Close Service) is preferred
- Prior Ontario Public Service (OPS) or broader public sector experience
