Overview

The Government Services Integration Cluster, Ministry of Public and Business Service Delivery and Procurement, is seeking a Senior Business Analyst with expertise in training development and change management. This role partners with multiple ministry stakeholders, program areas, subject-matter experts, and project leads to assess current training practices and support the transition to a new training and operating model. The successful consultant will combine senior business analysis, facilitation, training development, communications, and change-management expertise to turn complex stakeholder input into a practical and sustainable path forward.

Key Responsibilities

Build trusted working relationships with ministry partners, subject-matter experts, project teams, leaders, and end users across organizational boundaries.
Plan and facilitate workshops, discovery sessions, interviews, meetings, and working groups to gather information, build consensus, and produce actionable outcomes.
Document and analyse current-state training practices, processes, workflows, roles, tools, pain points, gaps, and business requirements.
Synthesize large volumes of ambiguous or high-volume information into clear findings, practical options, and recommendations for project and executive leadership.
Define future-state training processes and support ministries in transitioning from current practices to the new training and operating model.
Develop transition plans, implementation roadmaps, stakeholder-impact assessments, change-adoption strategies, mitigation measures, and progress indicators.
Create and maintain high-quality training materials including user guides, facilitator guides, reference documents, process maps, job aids, FAQs, and standard operating procedures.
Ensure all training and operational content aligns with organizational standards, approved processes, accessibility requirements, and audience needs.
Deliver instructor-led and virtual training, coaching, knowledge-transfer activities, and train-the-trainer sessions to ministry stakeholders and end users.
Provide post-implementation support, troubleshoot adoption issues, monitor adoption progress, and refine training content and delivery methods based on feedback.
Prepare executive summaries, briefing notes, presentations, status reports, risk updates, and implementation recommendations for leadership.
Manage competing priorities independently with limited direction and produce polished deliverables within established timelines.

Must-Have Requirements

Demonstrated experience leading business analysis, organizational change, training development, or transformation activities across multiple ministries, programs, or complex stakeholder groups.
Experience engaging executives, managers, subject-matter experts, operational staff, and end users to understand current practices, challenges, business needs, and readiness for change.
Experience facilitating workshops, discovery sessions, interviews, working groups, and consensus-based discussions that produce actionable outcomes.
Experience documenting and analysing current-state training processes, workflows, roles, pain points, gaps, and dependencies.
Experience assessing business impacts, stakeholder impacts, risks, dependencies, readiness, and barriers to adoption.
Experience developing future-state processes, transition plans, implementation roadmaps, change strategies, adoption measures, and mitigation approaches.
Experience creating training curricula, presentation materials, facilitator guides, user guides, process maps, job aids, FAQs, and standard operating procedures.
Experience delivering instructor-led or virtual training, demonstrations, knowledge-transfer sessions, coaching, and train-the-trainer activities.
Ability to translate complex processes, policies, and technical information into clear, concise, user-friendly content for diverse audiences.
Experience preparing executive summaries, briefing materials, presentations, status updates, and implementation reporting.

Nice-to-Have Skills

Experience working within the Ontario Public Service (OPS) or broader Ontario government environment.
Familiarity with shared platforms, reusable capabilities, or enterprise digital transformation initiatives.
Experience working in Agile or hybrid delivery teams and supporting backlog refinement and testing activities.

Work Environment

This is a fully onsite role based at 222 Jarvis St, 5th Floor, Toronto, with five days per week required in the office. No security clearance is required. The consultant will work closely with cross-ministry teams and project leads in a collaborative environment supporting a large-scale operational transformation initiative.
