Purpose of the Position

The Manager, Facilities & Capital Projects is responsible for planning, coordinating, and overseeing all building operations, maintenance, and facility-related projects within the Louis Brier Home and Hospital and Weinberg Residence. The role ensures that all physical assets, systems, and infrastructure are maintained in compliance with regulatory requirements, safety standards, accreditation requirements, and organizational objectives.

Reporting to the Director of Operations, the Manager, Facilities & Capital Projects provides leadership to maintenance personnel, contractors, and service providers while supporting a culture of safety, efficiency, and continuous improvement.

RESPONSIBILITIES

Facilities and Maintenance Management

Oversee the operation, maintenance, and repair of building systems, including:

HVAC systems

Electrical systems

Plumbing systems

Fire and life safety systems

Security systems

Elevators and medical support infrastructure

Develop and manage preventive and predictive maintenance programs.

Coordinate emergency repairs and ensure timely resolution of facility-related issues.

Maintain building integrity and functionality through regular inspections and audits.

Regulatory Compliance and Safety

Ensure compliance with applicable federal, provincial, municipal, healthcare, and accreditation standards.

Manage fire safety programs, emergency preparedness initiatives, and life safety inspections.

Ensure compliance with WorkSafeBC regulations and occupational health and safety requirements.

Lead facility risk assessments and implement corrective actions as required.

Project and Capital Planning

Participate in facility improvement, renovation, and capital projects.

Prepare project scopes, budgets, schedules, and contractor specifications.

Monitor project performance to ensure completion on time and within budget.

Collaborate with leadership on long-term facility planning and asset management strategies.

Financial Management

Develop and manage departmental operating and capital budgets.

Monitor expenditures and identify opportunities for cost savings and operational efficiency.

Review vendor contracts and service agreements to ensure value and compliance.

Team Leadership

Provide leadership, coaching, and performance management to maintenance and facility staff.

Establish work priorities and schedules to meet operational requirements.

Foster a positive, collaborative, and service-oriented team environment.

Support staff training and professional development.

Vendor and Contractor Management

Coordinate and oversee external contractors and service providers.

Ensure contractor compliance with site safety requirements and organizational standards.

Evaluate contractor performance and maintain quality service delivery.

Carries manager-on-call phone and responds to emergency issues as per facility policies.

Performs other duties as required.

QUALIFICATIONS

Education

Degree or Diploma in Facilities Management, Engineering, Building Technology, or a related discipline, supplemented by a professional designation such as FMP, CFM, CET, or PMP. Equivalent combinations of education, trade certification, and progressive leadership experience will be considered. Candidates working toward or willing to work toward it encouraged to apply.

Knowledge of applicable building codes, health and safety regulations, and healthcare accreditation standards.

Valid Class 5 BC Driver's Licence

Experience

Minimum 5 years of progressive facilities or building operations management experience. Given the age of the facility, experience maintaining, repairing and upgrading older mechanical, electrical, plumbing and building envelope systems is required.

Experience in healthcare, long-term care, or hospital environments preferred.

Experience managing maintenance programs, capital projects, and operating budgets.

Demonstrated leadership and supervisory experience.

KNOWLEDGE, SKILLS AND ABILITIES

Strong knowledge of building systems, maintenance practices, and life safety requirements.

Familiarity with healthcare regulations, accreditation standards, and infection prevention practices.

Excellent organizational, problem-solving, and decision-making skills.

Strong communication and interpersonal abilities.

Proficiency with computerized maintenance management systems (CMMS) and Microsoft Office applications.

Ability to respond effectively to emergencies and manage competing priorities.

WORKING CONDITIONS

Primarily on-site at Louis Brier Home and Hospital.

Availability to participate in an after-hours on-call rotation.

Occasional lifting, climbing, walking, and inspection of facility systems.

Exposure to healthcare and maintenance environments.

Salary Range: $78,149 to $112,340

The starting salary for this position would be determined with consideration of the successful candidate’s relevant education and experience, and would be in alignment with the provincial compensation reference plan. Most successful candidates start in the developing range.

Working Hours: Monday - Friday 8:30 to 16:30
