About The Opportunity

Our client, a growing not-for profit organization located in Ottawa’s east end, is seeking a Finance Manager to join their growing team. Reporting to the Director of Finance and Administration, the Finance Manager will provide dedicated financial management and oversight for a major federally funded national program, ensuring program expenditures, employer incentive payments, partner funding and administrative costs are managed, documented and reported in line with internal policies and the requirements of the federal contribution agreement.

This role is also part of a long-term finance leadership succession plan. While the initial focus is the national program, the successful candidate will progressively build knowledge of broader financial operations and assume increasing responsibility over time.

Duties include but are not limited to:

Lead the day-to-day financial administration of a large, federally funded national program, including budgets, forecasts, cash flow and expenditure tracking against approved funding
Prepare regular financial reports, forecasts and variance analyses for senior leadership, flagging emerging pressures and financial risks
Prepare and support financial claims and reporting required under a federal contribution agreement, ensuring expenditures are correctly coded and allocated to eligible cost categories
Oversee the processing, reconciliation and tracking of high-volume employer incentive payments and partner funding streams, ensuring appropriate approvals and documentation
Undertake and oversee core accounting functions, including accounts payable and receivable, bank and account reconciliations, disbursements, month-end journal entries and closing
Develop, document and maintain financial procedures and controls, including segregation of duties, approval processes and clear audit trails
Support financial audits, funder reviews and monitoring activities, preparing supporting schedules and documentation
Supervise, coach and set priorities for a team of Finance Coordinators, reviewing their work for accuracy and timeliness
Collaborate with program leadership, coordinators and delivery partners to resolve discrepancies and ensure decisions are informed by timely financial information
Progressively take on broader finance responsibilities, such as annual budgeting, Board reporting, year-end audit preparation, cash-flow management, payroll and benefits administration, and long-term financial planning

About You

The successful candidate will have the following:

Bachelor’s degree in commerce, accounting, finance or a related discipline
CPA designation preferred; candidates actively pursuing their CPA will also be considered
5-8 years of progressively responsible accounting or financial management experience
Demonstrated experience managing finances for government-funded programs, contribution agreements, grants or similarly complex funding arrangements
Strong background in budgeting, forecasting, reconciliations and financial reporting.
Experience managing high volumes of financial transactions and maintaining effective financial controls
Experience preparing documentation for audits, financial reviews or funder monitoring
Experience supervising or providing functional leadership to finance staff
Experience with cloud-based accounting systems; Sage experience is an asset
Not-for-profit sector experience is considered an asset
Exceptional attention to detail, sound financial judgment and strong analytical and problem-solving skills
Ability to communicate financial information clearly to non-finance staff and senior leadership
Comfort working in a dynamic environment where systems and processes continue to evolve
